Description
DESC: Notification of Contract Action (NOCA). This Hanscom AFB Electronic Request for proposal Bulletin Board (HERBB) announcement constitutes a Notice of Contract Action (NOCA) for proposed award of a sole source contract to Boeing Company Huntington Beach, CA to purchase Family of Advanced Beyond Line-of-Sight Terminals (FAB-T) and associated spare parts. This will be a Fixed Price (FP) contract for Low Initial Rate Production (LRIP) in Fiscal Years (FY) 2010, 2011 and 2012. The authority for this action is FAR 6.302-1(a)(2)(ii). The Family of Advanced Beyond Line-of-Sight Terminal (FAB-T) Program is an evolutionary acquisition program to provide a family of Beyond Line-of-Sight (BLOS) Satellite Communications (SATCOM) and Line of Sight (LOS) terminals. The FAB-T Program will deliver terminals capable of providing strategic, Anti-Jam, Low Probability of Interception, Low Probability of Detection, and nuclear survivable communications for Advanced Extremely High Frequency Advanced Wideband Terminal connectivity for various aircraft and also upgrade the existing ground-fixed, ground-transportable, and airborne (E-4 and E-6) Command Post Terminals. Boeing Company C3I division is the original FAB-T development contractor. Award to any other offeror would result in significant duplication of costs and an unacceptable delay in the delivery and fielding of FAB-Ts required by warfighters. This notice of intent is not a request for competitive quotations; however the government will consider all responses received within 15 business days of the issuance of this notice. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer Mr. Timothy M. Frank, Timothy.Frank@hanscom.af.mil, 781-271-7188 or the Contract Specialist, Ms. Kathleen Delgado, 781-271-5133 for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
