Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source purchase order to TSE International, 5301, Shreveport-Blanchard Highway, Shreveport, LA 71107 for the acquisition of one (1) power reel stand (model PRS 18 132 x 115) to support the handling of minesweeping cables during field repairs. The reel stand must deliver 90,000 In-Lbs of torque while handling an 18,000-pound reel measuring 132 inches in diameter and 115 inches in width. This procurement is sole source for the following reasons. TSE International Inc's Powered Reel Stand is the only system qualified to meet the Navy's requirement to handle minesweeping cables during field repairs. TSE Powered Reel Stand is the result of several difficult redesigns of previous models to support the handling of minesweeping cables. The reel stand is designed for quick change of the reel without tools. The reel stand is the only stand that employs a post-type level-wind, caliper ! brake, and can pay out or pay in the cable. The reel stand operates on diesel fuel and is designed to withstand the weather of the Texas coastline. The current reel stand, in use by the Navy, required extensive testing, redesign, and modifications to meet the navy's unique field repair requirement. An alternate manufacturer will have to duplicate TSE's design and development effort, which would make the alternative reel stand cost prohibitive in the quantities the Navy requires.
