Description
DESCRIPTION: Contractor will be required to provide all labor, supervision, tools, equipment, and incidentals necessary to decommission designated portions of Forest Road 216 A/B, located within the administrative boundaries of the Monongahela National Forest, Marlinton Ranger District, Pocahontas County, West Virginia. Work will include but is not necessarily limited to excavation of road segments to achieve various prescriptions for out-sloping, returning stream crossings to their natural states, and seeding and mulching of areas disturbed during the work. Base bid will be for approximately 5.0 miles of decommissioning; the solicitation will include an optional item for approximately 0.75 miles of road decommissioning. GOVERNMENT COST ESTIMATE: Between $100,000 and $250,000. DIRECTIONS TO SITE: To access the southern end of the project area from Marlinton, WV, starting with the highway 219/39 intersection: take highway 39 south approximately 14.5 miles to the intersection with the Highland Scenic Highway (SR 150) near the Cranberry Nature Center; turn right onto SR 150 and travel approximately 3.7 miles to Forest Road 216; turn right onto FR 216; travel on FR 216 for about 0.9 miles to the intersection of FR 216 and FR 216A on the left hand side of the road. To access the northern end of the project area from Marlinton, WV, starting from the highway 219/39 intersection: go north on highway 219 for 7.0 miles; turn left onto the Highland Scenic Highway (SR 150); travel 9.0 miles on SR 150 and turn left off SR 150 after crossing over the Williams River to access Forest Road 86; turn right onto FR 86; travel 3.0 miles on FR 86, then take a sharp right turn onto Forest Road 216; travel FR 216 for 4.2 miles; turn right onto Forest Road 170 after crossing Black Mountain Run; the lower end of Forest Road 216A is near this intersection on the left hand side of the road. PERIOD OF PERFORMANCE AND SITE VISIT INFORMATION: Contract time will be 60 calendar days from the effective date of the Notice to Proceed. Site Showing will begin on April 21, 2009 at 11:00 at the Marlinton Ranger District Office, with travel to the project site for a field review as interest dictates. The Marlinton Ranger District Office is located on Cemetery Road off Route 39 at the eastern edge of Marlinton. The phone number for the office, if further directions are needed, is 304-799-4334. CONTRACTOR QUALIFICATIONS: Contractor must be registered in the Central Contractor Registry and must have completed a profile in the Online-Representations and Certifications database prior to award of a contract. Registration may be completed on the Internet at http://www.ccr.gov/. Vendors must also be registered in ORCA (Online Representations and Certifications) prior to contract award, and may accomplish this on the Internet at http://www.bpn.gov. You must be registered in CCR and have an MPIN number before you can begin ORCA registration. SET-ASIDE: This project is a 100% competitive set-aside for HUBZone Small Businesses in accordance with the Small Business Competitiveness Demonstration Program. The NAICS code for this project is 237310; the small business size standard is $33.5 million. BONDING INFORMATION: Offerors are required to submit a 20% bid bond with proposals (facsimile bonds and proposals will not be accepted). Successful contractor must furnish 100% payment and performance protection within 10 calendar days of receipt of notice of award. SOLICITATION DOCUMENTS: Solicitation AG-3434-S-09-0002 and related documents will be issued via FedBizOpps as a Request for Proposals and will be available for downloading on or around April 9, 2009 at the website address: http://www.fbo.gov/. All potential contractors and subcontractors should register on the FedBizOpps website as an Interested Vendor. The online Interested Vendors list will be the only such list maintained for this procurement. All responsible sources may submit an quotation which will be considered by the agency.
