Description
The Naval Surface Warfare Center - Panama City Division, Panama City, Florida (NSWCPCD) intends to solicit COMSOL, Inc., 1 New England Executive Pk #350, Burlington, MA 01803-5001 on a sole-source basis for the software and licensing of the COMSOL Multiphysics and related modules for 20 blades on rack computers. This effort is sole source for the following reasons: COMSOL Multiphysics and related modules are only available from COMSOL. The computer software COMSOL Multiphysics and modules are a uniquely capable and easy to use finite element model. The modules for COMSOL Multiphysics are the most cost effective solution to the continuing need to perform finite-element modeling. Currently the Navy and NSWC PCD are using this COMSOL software, and, if different finite element model software were to be used, it is estimated that it would take 2 to 2 years to utilize it as COMSOL is currently being used. This is due to the fact that there is no directly compatible! competing product that can utilize the current COMSOL produced models. The Request for Quote (RFQ) number is N61331-09-T-9513. Simplified Acquisition Procedures is the method of award for this procurement. The NAICS code is 511210 with size standard of $23M. The order shall be firm fixed priced with an expected delivery date on or around 16 April 2009. The expected award date will be on or around 2 April 2009. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Vendors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor's EFT information contained in the CCR database.
