Merida Management Control Specialist, Washington, DC ISSUANCE DATE: 02/27/2009 CLOSING DATE: 04/01/2009 (extended) SOLICITATION NUMBER: PSC-09-012 (INL) Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below US Personal Services Contract Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) RM/PA&E Merida Management Control Specialist I. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR •This position is located in the Bureau for International Narcotics and Law Enforcement Affairs, Office of Resource Management, Program Assistance and Evaluation (INL/RM/PA&E). •The incumbent serves as a management controls specialist for the Executive Director/Controller on a myriad of issues relating to the organizational control plan, process development, implementation and direction of a management control program encompassing the Bureau’s counternarcotics and law enforcement operations as they relate to the Administration’s Merida Initiative. •The Merida Initiative is a comprehensive regional initiative designed to provide U.S. foreign assistance to Mexico, Central America, the Dominican Republic, and Haiti in support of counternarcotics, law enforcement professionalization and criminal justice capacity building efforts that will provide over $212 million in FY 2008 INCLE funds to Mexico and $29.8 million to Central America, the Dominican Republic, and Haiti with the potential for $1.2 billion over a multi-year period. •The position is under the supervision of the Chief of the Program Assistance and Evaluation Division. The Management Controls Specialist has primary responsibility for developing a management control program and assisting the Division Chief of INL/RM/PA&E with implementing the plan. 2.Duties and Responsibilities •Provides advice and guidance to the Division Chief, Executive Director and other senior managers, including the INL Assistant Secretary and Deputy Assistant Secretaries, in carrying out a management control program for the Bureau’s Merida Initiative. Initiates studies and implements programs directed toward improving oversight and control procedures for Merida Initiative programs to ensure efficiency and economy of operations. •Provides operational leadership and direction in planning, developing and administering a comprehensive control program for Merida Initiative projects abroad. Serves as the Bureau’s specialized authority on all aspects of this program in support of management controls. •Manages the preparation and presentation of reports to the Executive Director, Deputy Assistant Secretaries, the Assistant Secretary, or higher level management officials throughout the Department. Reports are prepared in accordance with the needs of management, the requirements of laws and regulations, and established policies. •Coordinates, reviews, and evaluates vulnerabilities in the Bureau’s control program, as they relate to the Merida Initiative, and recommends internal controls to ensure conformance with the myriad laws and regulations under which the Bureau’s programs are administered. Develops innovative concepts and trains managers throughout the region to assist them in implementing and overseeing their individual programs. •Supports the implementation of effective programs to review and evaluate the Bureau’s operations, as they pertain to the Merida Initiative, including policies, procedures, standards, training, and methods for identifying needs for protecting property, personnel, facilities, operations, or material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage and loss. •Identifies real or potential program implementation issues/challenges early, taking proactive steps to resolve these problems and/or making recommendations to senior INL and other officials on appropriate corrective or alternative actions to be taken. •Monitors policies/programs, procedures, control systems, and methods with respect to financial management procedures as defined in the Federal Managers Financial Integrity Act along with Federal Acquisition Regulations. Monitors Merida Initiative program implementation and practices within specific organizations, and keeps the Executive Director and other managers apprised of problems and changes required to make programs more efficient and effective. •Identifies emerging program and policy issues related to the management controls of the Merida Initiative programs. Coordinates policy, and advises senior managers and staff of appropriate course to follow. Acts proactively to resolve any problems, identifying, investigating and taking corrective action on routine problems. In those cases where problems cannot be resolved within his/her realm of authority, makes recommendations to the Executive Director on appropriate corrective action, and implements actions upon approval. •Works closely with the Bureau’s management team to conceptualize Merida Initiative programs and projects, determine program and project needs, and identify priorities based on the benefit or threat to U.S. interests, and opportunities and/or constraints to implement these programs. This includes identifying resources, timeframes, and determining funding and personnel requirements needed to implement programs, including program costs, funding sources, and implementing entities. II. MINIMUM QUALIFICATIONS •U.S. citizen, eligible for a Top Secret State Department security clearance. •Extensive experience in the management control field, particularly as it relates to financial management and the disbursement and accounting of funds. One year of this experience must be equivalent to the GS-13 level in the federal service. •Ability to communicate effectively, both orally and in writing and to interact with individuals at all levels. •A Bachelor’s Degree from an accredited institution in a field related to business, accounting or financial management. •Skill in using word processing, spreadsheet, and data base computer applications. III. RANKING FACTORS •Mastery of the concepts, principles, practices, laws, and regulations which apply to financial management analysis and program administration for substantive foreign assistance programs and services including expert knowledge of OMB and congressional laws, regulations, policies and directives. •Knowledge of the theory, concepts, principles, and practices of accounting and/or financial and performance auditing, and in developing and presenting a large, complex program budget. •Skill in auditing and reviewing foreign assistance programs for effectiveness, efficiency, and compliance with statutes and administrative regulations. •Knowledge of the agency and INL’s program goals and objectives, particularly as they relate to the operations of Bureau’s programs to conduct contract and infrastructure development and execution activities for existing and new foreign assistance programs, and methods of evaluating the worth of program accomplishments. •Skill in interacting with other professionals and staff support personnel, in order to provide guidance and assistance and make recommendations on administrative effectiveness to include financial matters, organization effectiveness, process improvement (to include internal controls), records management, reporting, contract and procurement administration, and end-use-monitoring. IV. CONTRACT PROVISIONS •Security clearance at the Secret level. •The contract period should be for one year with options to extend for additional years, not to exceed five years. •The contractor will be based in Washington, but will require occasional authorized official overseas travel/temporary duty, as directed. •Contractor relationships should cite James Walsh as supervisor. V. EVALUATION CRITERIA Factor 1 Offeror’s ability to apply the concepts, principles, practices, laws, and regulations which relate to financial management analysis and budgeting in developing and implementing internal financial controls in budget execution and disbursement and accounting of funds for substantive programs. 30 Points Factor 2 Offeror’s ability to provide program administration guidance and assistance to other staff members, and senior management based on understanding of the theory, concepts, principles, and practices of accounting and/or financial and performance auditing, and contract and program oversight. 20 points Factor 3 Offeror’s ability to formulate and/or implement policies for the accounting of funds (e.g. imposition of internal limitation on expenditures, tracking and monitoring requirements, and recommendations to senior managers on how best to account for program fund usage). 20 points Factor 4 Offeror’s ability to write and speak effectively in order to prepare, explain, and defend recommendations on financial management policies and procedures, discuss controversial issues, draft justification, argue proposals, and advise and guide program officials. 15 points Factor 5 Offeror’s ability to interact with other professionals and support personnel in order to provide guidance and assistance and to be able to make recommendations on program administration matters that affect the foreign assistance programs. 15 points VI. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. Relocation expenses may be paid. VII.
