Description
This is an advance notice announcing the intent of the Seattle District US Army Corps of Engineers to award a firm fixed price non-personal services indefinite delivery indefinite quantity (IDIQ) contract for Miscellaneous Historic Property Management Services at Albeni Falls Dam and Pend Oreille Lake Project, Bonner County, Idaho. The contract will include a base period and two option periods. The potential duration of the contract is three years. The Seattle District U.S. Army Corps of Engineers requires professional, non-personal historic property (cultural resources) management services, focusing on providing the Corps' management program with crucial information about Kalispel cultural values during all phases of program implementation. Services implementing the program will include periodic reservoir shoreline monitoring; petroglyph site monitoring; input to management planning; preparing ethnographic and ethnohistoric reports; identifying and assessing archaeological/traditional cultural property sites at a small scale; interim curation of tribal ancestral artifacts; emergency ancestral burial relocation; and contacting the public to represent tribal positions concerning management of the resources as part of a public education plan to reduce vandalism risk to the resources. In accordance with 10 U.S.C. 2304-(c) (l) or 41 U.S.C 253(c) (l), as implemented under FAR 6.302-1(a) (2) (iii) (A) (B) and (C). The application of this authority is in accordance with FAR 6.302-1(b) (2) due to unique processes and limited rights in data that make the services available from only one source. Federal laws and territorial rights prohibit award to any source other than the Kalispel Tribe. The Kalispel Tribes adjudicated ceded lands (ICC Tract 92) include nearly all of the projects cultural resource sites from Albeni Falls Dam to the Clark Fork Delta, excluding only a small portion with few sites at the extreme southern end of Pend Oreille Lake that is in the Coeur d'Alene Tribe's ceded area. The Kalispel Tribe also has tribally-owned lands at the project with several historic properties and is the primary tribe for Native American Graves Protection and Repatriation Act of 1990 actions in the subject project areas. Collected cultural materials are the property of the Government, but held in trust for the Kalispel Tribe. Knowledge of Kalispel traditions and cultural practice centered on cultural resources sites at the project is held by Kalispel tribal members, is proprietary to the tribe and is not accessible to others without tribal agreement.
