Description
The Philadelphia VA Medical Center, Philadelphia, PA intends to enter into a sole source contract with Verge Solutions, LLC, P.O. Box 394, Mount Pleasant, SC 29465 to obtain a VSurvey software license. Due to the unique capabilities of the VSurvey software, it has been identified as the only software product capable of fulfilling the Government's needs. Required software features include the fact that VSurvey has: a build-in cross walk between the Joint Commission and the CMS regulations; the ability to import and manage an unlimited number of regulatory standards and manage the process of annual or semi-annual updates as the regulations change; combines document management features with regulatory compliance, allowing the user to attach policies, meeting minutes, etc. at the EP or CoP levels as evidence to support scoring, etc. This announcement constitutes the only notice issued; a separate written solicitation will NOT be issued. This procurement is being conducted in accordance with FAR 6.302-1, only one responsible source and no other supplies and services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Vendors offering software including all of the features listed above and comparable to the VSurvey are invited to respond to this notice by supplying descriptive information about their software to the designated Contracting Officer not later than 4:00 pm (EDT) on Friday, April 3, 2009. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Response must be in writing to the Contracting Officer.
