- This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NOI9059 issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-30. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 541990, which has a size standard of $6.5 million. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis from Massachusetts Institute of Technology, Broad Institute a Gene Expression study, Molecular analysis of adenoviral vaccine induced T cell responses, of the following: 80 RNA samples to be profiled on Affymetrix 430A arrays. The Contractor must be able to provide genome-wide analysis on samples using microarray technology such that they produce reliable and reproducible data of specific target molecules in a reasonable turnaround time. The Contractor must demonstrate: previous expertise in the generation of reliable microarray data that has ultimately been published in peer-review journal publication; expertise in quality control of such services such that data produced on samples are consistent run to run; expertise in quality control in all microarray chips used in these services; previous expertise in data analysis and presentation that can be found in peer-reviewed journals. The following factors shall be used to evaluate offers: 1) price and 2) capability to meet required specifications. The FOB point shall be Destination. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.406-7 Central Contractor Registration (2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. (B) (1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered int the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
