- FISC Norfolk Contracting Department, Philadelphia Office intends to acquire, on a sole source basis in accordance with FAR 6.302-1, test administration support services from Excelsior College of Albany, NY. The services are required for the Defense Activity for Non-Traditional Education Support (DANTES) Pensacola, FL. The proposed acquisition will be a modification to incorporate computer based testing (CBT) support services for the Excelsior College Examination Program (ECE) under contract N00140-07-D-0002. The additional services will provide for ECE CBT at national test centers (colleges and universities) operating on their home campuses or on or near military installations or at DANTES sponsored test sites operated by DANTES appointed test control officers. The required base period of performance for the proposed modification will be 01 May 2009 through 30 Sep 2009. Two option years shall also be included as a means of fulfilling DANTES CBT requirements anticipated thro! ugh FY2011. It is anticipated that an indefinite delivery requirements contract modification will be issued under contract N00140-07-D-0002 to satisfy this requirement. Excelsior College is considered the only source of all the required CBT test administration support services. This modification will be conducted under the provisions for Commercial Items in accordance with Federal Acquisition Regulation (FAR) Part 12 utilizing simplified acquisition procedures as set forth in FAR Sub Part 13.5 - "Test Program for Certain Commercial Items.". The solicitation will require the submission of a cost/price proposal. SEE NOTE 22
