Description
The Marine Corps Systems Command is seeking information from industry relating to the need for a Digital Battle Management Application (DBMA). The DBMA capability must fully developed and require only minimal optimization, conversion or integration to function as a tactical software application in a Joint Global Command and Control System (GCCS) environment. It must be compatible with off-the-shelf ruggedized laptop computers and be capable of touch screen functionality. The DBMA capability must be capable of information exchanges with various tactical databases that are resident in other systems such as Advanced Field Artillery Data System (AFATDS), GCCS tracks and Theater Battle Management Core System (TBMCS). These information exchanges may be achieved either natively or via the Command and Control Personal Computer (C2PC) multi-tier data gateway as an application extension. DBMA must possess or be able to achieve full accreditation and certification for formal! Authority to Operate and Authority to Connect within existing U.S. Department of Defense tactical networks. In addition to the requirements for basic digital mapping, situational awareness and command and control (C2) functionality, the DBMA must: -Allow operators to conduct digital on-the-move planning with functions such as overlays, battlefield geometries and route planning. -Provide features to allow terrain-associated situational awareness that includes correlation between satellite imagery, digital topographical maps, digital tracks, and the actual terrain. -Possess the capability to be integrated directly with standard Marine Corps laser range finders, weapons systems and crew-served weapons stations. DBMA will be utilized at regimental and battalion level echelons of command by staff members in standard Marine Corps vehicles while on-the-move during displacement of command posts and command operations centers. The user interface must be sufficiently intuitive to permit operators with minimal training to conduct digital C2 operations. These operations include but are not limited to transmission/receipt of digital orders, transmission/receipt of position-location information and transmission/receipt of digital reconnaissance data. DBMA must also be capable of receiving and displaying live video data from manned and unmanned vehicles (ground and airborne). The purpose of this Request for Information (RFI) is to support a Department of Defense Foreign Comparative Test (FCT) initiative that encompasses a two-year test effort, commencing in fiscal year 2010. A successful FCT may lead to transition of the DBMA capability into a formal acquisition program of record. Data received from this RFI will help the Marine Corps determine which foreign companies and products will be evaluated under the FCT, and will ensure development of a complete and accurate Performance Work Statement, Performance Specification and a Requirements Traceability Matrix. INSTRUCTIONS AND RESPONSE GUIDELINES Responses are limited to a total of 15 pages and must be completed in Microsoft Word format. Page size must be "8.5 x 11", font must be 12 point or larger, and margins must be at least 1". Both sides of the paper may be used. Each side is counted unless blank. Briefly describe your company, your services, history, ownership, financial information, business size, and other information you deem relevant. Supplemental service brochures or marketing materials outlining specifications and capabilities may be submitted. We appreciate your response. We will not divulge individual responses to the RFI outside of the Department of Defense. This is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. Clarification questions must be received via e-mail by 4:00 p.m. on April 2, 2009. Capability responses must be submitted via email to the Marine Corps Systems Command Contracting Officer by 3:00 pm on Thursday, April 9, 2009. Clarification questions in response to the RFI and final responses to the RFI shall be emailed to Ms. Sally Aultman at sally.aultman@usmc.mil. The subject line should read RFI for Digital Battle Management Application. Companies that do not have a mature, existing product need not respond. NO SOLICITATION EXISTS AT THIS TIME. The government reserves the right to conduct vendor capabilities demonstrations to be scheduled at a later date.****************************************************
