Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, FL intends to award a firm fixed price sole source purchase order using simplified acquisition procedures to Structural Composites Industries LLC, 325 Enterprise Pl, Pomona CA 91768 for twelve (12) high pressure air flasks manufactured in accordance with Naval Sea Systems Command (NAVSEA) drawing number 6893418. The drawing can only be made available to DoD contractors (distribution limited and export controlled) upon request to the Contracting Office. Drawings must be requested from the buyer by e-mail. Drawing requests must include the requesting firms Cage Code number, as well as, completion of the Online Representation and Certification Application (ORCA) with certification of DFARs clauses and provisions to receive an electronic copy of the controlled drawings and specification. This purchase is not considered suitable for full and open competition for the following reasons. The air fla! sks will be used with existing hardware which has already been through operational and technical evaluation. Once a system is certified nothing can be altered without approval from the project engineer. Using alternate equipment would prove costly to the government and to the mission. Any variance in the parts used on certified systems would jeopardize the certification of the systems and ultimately the mission. The test process certified two vendors (Luxfer USA Limited and Structural Composites Industries) as documented on NAVSEA drawing 6893418 that are qualified to meet the requirement. Luxfer has discontinued manufacturing the certified item, thus leaving Structural Composites Industries LLC as the only certified manufacturer of the item. Any vendor desiring to qualify a product to meet the requirements and application of NAVSEA drawing 6893418 may contact Shawn Smith (shawn.o.smith@navy.mil or 850-235-5635) NSWC PCD Code E11 to initiate the process. Delivery will ! be required not later than 15 June 2009 to the Naval Support Activity (NSA) Panama City, Receiving Office, 110 Vernon Ave, Panama City, FL 32407. NAICS is 333995. Small Business Size Standard 500 employees. FSC 8120.
