Description
The United States Army Program Executive Officer for Simulation, Training and Instrumentation (PEO STRI) Targets Management Office (TMO) are seeking sources for an unmanned rotary wing helicopter target system. The system will be used in live fire tracking and engagement testing by air defense missile systems on Department of Defense and Allied Nation test and training ranges, within the United States and overseas. The TMO is interested in adding low cost helicopter target presentations to its current capabilities. The target should be completely independent of any external power requirements; be capable of operating in harsh range conditions; be fully transportable by road, rail, air, and sea; be capable of multiple target missions once set up at a range site; be capable of being maintained and repaired under field conditions by trained personnel with minimal use of special tools and test equipment; and be very inexpensive to operate. The target will be required to operate during periods of daylight and darkness and under Basic, Hot-Dry, and limited Cold-Wet climatic conditions. It will also be required to launch and recover in various wind conditions. The government is requesting the following information: Flight Performance (Service Altitude Horizontal Flight, Mission Airspeed/Altitude capability, Endurance, Position Accuracy, Maneuver capability) Payload (Payloads currently available, Weight limits and their affect on performance, Interior payload volume, Power supplied by vehicle) Target Signatures (Radar Signature, IR Signature, Active RF Emitters, Rotor system -number of blades, conventional, coaxial, and rotor speed in RPM) Target Control (Control philosophy, Control precision, Flight termination capability) Cost (Unit cost, Flight cost for tracking presentations). Scenarios for use of the helicopter which support the engagement by US and allied nation systems will include hover, attack, and ambush. These may be at high or low altitudes. The hover and attack may be masked or unmasked. These scenarios must be either executed directly or may be simulated by maneuvers such as a racetrack pattern that give the US system repeated presentations of the target under nearly identical conditions. Targets must be flown in a safe/controlled manner. Targets may be controlled by the vendors existing control system, and the airborne control/autopilot supplied with the helicopter. Employment tactics will include: Racetrack orbits at medium and low altitudes, Shallow diving attacks at a simulated ground target, Maneuver from concealed hover to attack in pop up missile launch and guidance, and Night time test operations. The primary locations for target use are the White Sands Missile Range (WSMR) and McGregor Range on Fort Bliss. Secondary use at other locations will be necessary. Likely secondary locations include Yuma Proving Ground and sea level ranges such as Eglin AFB and Point Mugu. Government Furnished Equipment: The Government will provide equipment necessary as needed to assist in executing planned missions. Equipment needed is yet to be determined. Information is requested from sources that have existing mature full scale or subscale rotary wing helicopters, or as well as sources with experience in similar/compatible systems who may be interested in providing helicopter targets to the government. Any company with the expertise to provide the required target system is invited to submit their performance capabilities by 30 April 2009. Sources should provide a rough order of magnitude (ROM) including purchase price for existing target systems. Interest in providing operational presentations rather than delivering the system to the Government and ROM cost for these services should be included. The purpose of this synopsis is to identify potential sources for possible future requirements. It does not constitute a Request for Proposal and is not to be construed as a commitment by the Government.
