- NASA intends to award a sole-source bridge contract to Tessada & Associates, Inc.pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, in support of Ames ResearchCenter's (ARC) Code JT, Logistics and Documentation Services Division. The objective isto extend the performance period. The current Contractor provides the following mission critical support services underARC's Logistics Management Services (JS) for the National Aeronautics and SpaceAdministration (NASA) Ames Research Center and Moffett Field (MF), Camp Parks locations. ARC and MF includes on-site and off-site Government, contract tenant organizations andAnnexes 1- Military housing inside Moffett, 2- Military housing located outside MainGate, west of Moffett Blvd. Extension, and 3- Military housing located on Moffett Blvd,west of US 101. The services are to be obtained by means of a combination firm-fixedprice, cost reimbursable, and indefinite delivery, indefinite quantity contract. Theseservices shall include: (1) supply and warehouse management; (2) equipment management;(3) mail services; (4) shipping and receiving services; (5) fleet management; (6) refuseservices; (7) janitorial services and (8) industrial property management. The Contractorshall provide all resources, including labor, supervision, tools, equipment, materials,transportation, and management necessary to operate logistics and specialized functionsas described in the Statement of Work (SOW).This extension will allow the necessary time to define a competitive follow-onprocurement based on the agency-wide policy. In addition the extension will allow for acontinuation of services to ensure program continuity and critical mission support andavoid significant Logistic service impacts while a competitive follow-on is developed. The extension will increase the current contract value and extend the period ofperformance for a period of six months, from May 1, 2009 through October 31, 2009. Thecurrent contractor, Tessada & Associates, Inc., is considered the only contractor thatcan meet ARCs needs given the short period of performance for the extension. Award toanother source at the same time the recompete is in process would result in substantialduplication of cost to the Government that is not expected to be recovered throughcompetition of the extension as well as unacceptable delays in fulfilling ARCsrequirements.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 12:00 P.M. PST onMarch 31, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.
