Description
The Tennessee Air National Guard located at McGhee Tyson Air National Guard (ANG) Base, Louisville, TN intends to issue an Invitation For Bid (IFB) to award a single, firm fixed-price contract for services, nonpersonal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to perform and complete a new Portland Cement Concrete (PCC) paved aircraft parking apron and in-pavement elements of a new aircraft hydrant refueling system. The apron scope is approximately 15,462 square yards of PCC and 4100 square yards of asphalt paving, and will provide parking spaces for two (2) additional KC-135R aircraft. The existing apron has three ingress/egress taxiways to service two rows of four aircraft each. In addition, contractor will provide elements of a new Type III aircraft hydrant refueling system, including two (2) new hydrant fuel outlets and fuel piping within the apron limits which will tie into the existing Type III hydrant system. Construction will include demolition of existing asphalt pavements and the removal of an estimated 150 square foot single story metal frame building in the vicinity. Site improvements will include mass grading along and close to the apron, storm drainage collection and management systems to protect the adjacent outfall, ditches, and waterways from existing and future erosion. Other site improvements consist of installing small sections of underground water and sanitary sewer lines to tie into existing government owned underground sanitary sewer and water. The installation of approximately 2000 linear feet of communications duct bank and associated electrical work also exists. Lawn seeding of all new finished grade work is required. Magnitude of the project is between $1,000,000.00 and $5,000,000.00. Construction/contract completion time is anticipated to take approximately 365 days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 237310. The small business size standard is $35.5 million average annual revenue for the previous three years. This project is being solicited as a TOTAL SET ASIDE FOR SMALL BUSINESS. The tentative date for issuing the solicitation is on-or-about, 19 March 2009. The tentative date for the pre-proposal conference is on-or-about, 9 April 2009 at the 134ARW McGhee Tyson ANG Base. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted by, on-or-about 6 April 2009, via e-mail (preferred) to Richard.lusby@ang.af.mil or Houston.oran@ang.af.mil or fax to (865)985-3335. The solicitation closing date is scheduled for on-or about, 30 April 2009. Actual dates and times will be identified in the solicitation. The award will be based on competitive bids. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information minus the plans and specifications will be available from the EBS website at http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only at Federal Business Opportunities (FedBizOpps.gov or fbo.gov) system. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN) 2) DUNS Number and CAGE Code 3) Telephone Number 4) E-Mail Address. Bidders/Offerors cannot log into the FedBizOpps home page and search for data. This solicitation is a competitive bid and there will be a formal public bid opening.
