- Wage Determination Exhibit 4 to the Specification Exhibit 3 page 2 to the Specification Exhibit 3 page 1 to the Specification Exhibit 2 to the Specification Exhibit 1 to the Specification Also see Exhibits 1 - 4 Solicitation SF 1449 - Solicitation/Contract The USDA Natural Resources Conservation Service in Alabama has a requirement for soil survey mapping of approximately 45,500 acres in Washington County, Alabama. Washington County is within Major Land Resource Area (MLRA) 133A (Southern Coastal Plain) and a relatively small area of MLRA 135 (Alabama, Mississippi and Arkansas Blackland Prairies). The offeror shall have working experience meeting the National Cooperative Soil Survey (NCSS) standard. Work shall be in accordance with the Performance Based Specifications. Offerors should note the Special Requirements, specified in paragraph 11 of the Performance Based Specifications and Instructions to Offerors (52.212-1), pages 22-26 of the solicitation, for additional instructions regarding submitting a proposal and the required contents in order to be considered for award. The Contracting Officer will make an award based on technical capabilities, price and other factors as stated in the solicitation. The government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most advantageous to the government. The schedule for completion of the work is 210 calendar days after contract award. See the attached files for all solicitation documents. This procurement is a total small business set-aside. The North American Industrial Classification System Code (NAICS) is 541370. The business size standard is $4.5M. Delivery is FOB destination to Auburn, Alabama. Prior to contract award, the successful offeror MUST submit electronic funds transfer information (SF 1199a) and completed Central Contractor Registration (CCR). Faxed or electronic proposals will not be accepted. Responses are due by 12:00 PM local time April 25, 2009 at the USDA Natural Resources Conservation Service, 3381 Skyway Drive, Auburn, Alabama 36830-6443 or P.O. Box 311, Auburn, Alabama 36831-0311. The bottom left corner of the envelope must be marked to the attention of Lynn Thomas and include the solicitation number AG-4101-S-09-0001. The government reserves the right to cancel the solicitation before or after the closing date.
