Description
This synopsis is a “sources sought” notice and not a Request for Proposal (RFP). It is anticipated that an RFP will be available on FEDBIZOPPS within the next 60 days. This is a Request for Information (RFI) as defined in FAR 15.201(e). Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Defense Supply Center Philadelphia is requesting information from sources of supply for a requirement for Barbed Tape, Concertina. The estimated quantities could range from as little as 25,000 RO (50 feet per RO) to as much as 450,000 RO per year. We’re anticipating an award to multiple vendors that will consist of a 1 year base with 3 possible option years. Vendors replying to this RFI will need to have the capability to ship worldwide. These shipments will include depot stock and direct vendor delivery shipping requirements. Both Destination and Origin Freight On Board (FOB) terms will be considered. Concertina shall be capable of being rapidly and easily deployed and recovered for barbed wire entanglements. Concertina shall consist of a coil of single-strand-core wire fitted with barbed tape. When extended to a coil the concertina shall be placed in spiral turns connected by clips so as to form a cylindrical diamond pattern. One end turn of coil shall be fitted with four bundling wires for securing the coil when closed, and each turn shall be fitted with two carrying loops. Two diametrically opposite carrying loops shall be attached to each one end turn. The carrying loops shall provide a hand grasp area of at least 6 inches in length by 3 inches in width. Packing – Forty 36" coils of concertina tape shall be compressed to form a compact bundle or master bundle. The height of the master bundle shall be 42” maximum and the diameter shall be 43.5” maximum. The length of the coil shall be 50 feet minimum. Markings – The master bundle shall be marked and bar coded. As a minimum, corrosion resistant metal tags, one at each end of the bundle shall have the following information: NSN: 5660-00-921-5516, BARBED TAPE, CONCERTINA A-A-55522, QUANTITY & UNIT OF ISSUE, CONTRACTOR'S NAME & CAGE CODE and CONTRACT NUMBER. A water proof bar code shall be affixed to one side of the metal tag. Quality – A certificate of quality compliance is required in accordance with QAP-01075 Rev C. Material will be as specified in CID A-A-55522. The NAICS code is 332618 and the size standard is 500 employees. Responses to this notice should include: 1) A written narrative of the contractors’ capabilities to provide the required Barbed Tape, Concertina which should also include production and delivery capabilities. 2) The origin of the material used to manufacture the item, domestic or foreign 3) Company size in relation to the applicable NAICS code 4) CAGE code 5) The socioeconomic status of the company, i.e., small business concern, 8(a) business, HUB Zone small business, small disadvantage business, woman-owned small business, veteran owned small business, or Service disabled veteran owned small business 6) Point of contact information should include name, email address, telephone & fax numbers. The determination on how to compete the proposed requirement will be made based on responses to the notice and is at the sole discretion of the Contracting Officer.
