Description
This is a notice of EPA's intent to establish up to three (3) Blanket Purchase Agreements (BPAs) with vendors to provide audio/visual services for approximately 4 events/year for a period of 3 years. A BPA is not a contract rather it is an agreement containing terms and clauses applying to future orders between the parties during its term, a description of supplies or services to be provided, and methods for pricing, issuing, and delivering future orders under the BPA. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is set aside for Small Businesses. The applicable NAIC code is 532490 with a size standard of $7 Million. Although the BPAs will be established for 3 years, the Government will review the BPAs on a yearly basis in accordance with FAR 13.306-6. BPA Terms and Conditions for this requirement are included in Attachment 1 to these instructions. The Government will establish BPAs with responsive, responsible offerors. Interested vendors shall submit the following to be considered for a BPA: 1. Brief qualifications statement. 2. Contact names and phone numbers of 3-5 references for similar projects. 3. An affirmative written statement as to the acceptance of the terms and conditions in Attachment 1. 4. Completed Representations and Certifications as prescribed in FAR 52.212-3. Attachment 2 represents the Government's first anticipated event under a BPA and will be used for pricing in this request for quote. In order to be considered for the first order, offerors shall submit a firm fixed price quote for the event described in Attachment 2 and a statement of availability for this date and time. An order for the event described in Attachment 2 will be placed with the BPA holder who is available and has quoted the lowest price for the event. Information for the establishment of a BPA and quotes for the first order must be received by the Contracting Office no later than 3:00 p.m. EST on April 3, 2009.
