Description
SUBJECT: Y- CONSTRUCTION RENOVATION OF PROBATION OFFICE AT U.S. FEDERAL BUILDING/POST OFFICE IN MIDLAND, TEXAS. POC: STEVEN F. CLARK, TELEPHONE #817- 978-3974; FAX #817 -978-7508. Solicitation No. GS-07P-09-UA-C- xxxxx. Provide all labor, materials, and supervision required for the renovation and alteration of the U. S. Federal Building/Post Office at 100-200 East Wall Avenue in Midland, Texas. The performance period is 270 calendar days. The solicitation documents will be available on or about April 9, 2009. Proposals will be due on or about May 8, 2009. THIS IS A SERVICE-DISABLED, VETERAN-OWNED SET-ASIDE PROCUREMENT. The North American Industry Classification System (NAICS) code for this procurement is 236220. The estimated cost range is $1 million to $2 million. A Pre-Proposal Conference and site visit in Midland, Texas, will be scheduled to answer questions the offerors may have concerning the project, specifications, drawings, and technical evaluation criteria. A specific time and location to meet will be issued with the solicitation. Attendance at the Pre-Proposal conference is not mandatory, but strongly encouraged. The procurement is a stand alone contract for the renovation of an existing Federal building in Midland, Texas. The purpose of the contract is to provide the following construction services, but is not limited to: remodel/build-out of approximately 10,000 s.f. of interior space in the referenced former postal processing center. Typical interior finishes along with modifications to the existing structure’s HVAC, plumbing and electrical distribution systems. Expansion of the existing public entry, finish, and lighting upgrades to the existing adjoining public corridor is included. A new fire line connection to the city main, fire riser, and fire sprinkler system are in the scope of work. GSA intends to contract for complete construction services with the construction contractor that offers the best overall value to the Government. The contractor will be chosen competitively utilizing FAR Part 15 Source Selection procedures. Based on the importance of this project for the U.S. Court, the Government deems it to be in its best interest to consider award to other than the lowest priced offeror. Therefore, a combined two-step source selection will be made with experience and past performance of the contractor and his subcontractor being evaluated first, and then price will be taken into consideration for the qualified offerors. Anticipated Notice to Proceed (NTP) date is June 2009. All offerors interested in obtaining the project documents must first submit a Sensitive But Unclassified (SBU) Document Security Form to the Contracting Officer. This form will be made available upon request by e-mail to the Contracting Officer at stevef.clark@gsa.gov. Solicitation provisions, required proposal forms, clauses, and instructions to the offerors will be included with the project documents.
