- This is a combined synopsis/notice of intent for the purchase of Neurohistology MultiBrain Technology services from Neuroscience Associates in accordance with the format in subpart 12.6, as supplemented by additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This requirement is being issued as a Notice of Intent under NOI9056. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-30. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a not a small business set-aside. The MultiBrain Technology was invented by Neuroscience Associates and is the only known source of this process. The use of any other contractor than Neuroscience Associates would result in significant time delays, loss of research and additional costs to the Government. The North American Industry Classification System (NAICS) Code for this acquisition is 325414. The National Institute of Allergy and Infections Diseases (NIAID) intends to procure (1) staining of 40 Mouse Brain Hemispheres to reveal every eighth section, at 240um intervals, yielding 1680 individual sections mounted on 42 slides using MultiBrain Technology, (2) placement of coverslips, labeling, serial ordering and placement of slides in boxes. The slides will be shipped as requested. (3) Six (6) cups of cut, unstained free-floating sections will be sent in antigen preserve solution for each block. Each cup will contain 14 sheets of sections. The total number of sections to be sent unstained and free-floating is 3,320. The Government will award a firm fixed price purchase order to the responsible contractor. All responses will be considered by the Agency.
