Description
The Federal Bureau of Prisons is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services in East, Northeast, Southeast, and Central section of Baltimore City, MD. Services are for male and female Federal offenders (inmates) held under the authority of various United States Statutes. The contractor shall be located on no more than two bus rides, 40 minutes by bus from the Volunteers of America Community Corrections Center, located at 4601 East Monument Street, Baltimore, MD, 21205. The services required for this contract include: Base Year (07/01/09 - 05/31/10): Estimated number of inmates 60: Intake Assessments (one per inmate) for 60 inmates = 60 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 12 units per 60 inmates = 720 units; Group Counseling Sessions (30 minutes = 1 unit) 96 units per 60 inmates = 5,760 units; Mental Health Intake Assessment and Report 1 per 10 inmates = 10 reports; Medication Monitoring 8 units per 10 inmates = 80 units; Psychiatric Evaluation and Report 1 per 10 inmates = 10 reports; Mental Health Counseling (Individual) 48 units per 10 inmates = 480 units. Treatment facility must meet State of Maryland licensing requirements. Individual practitioners must meet State of Maryland license/certification requirements. Contractors who administratively manage subcontractors from a State outside of the State where services are provided must ensure they have all appropriate licenses for the State in which they are located as well as the State in which services are conducted. The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) most recent Statement of Work. The request for quotation will be available on or after April 16, 2009, and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date will be on or about May 20, 2009. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract. All responsible businesses may submit a quote which will be considered by this agency.
