Description
Draft Statement of Work This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The Centers for Disease Control and Prevention (CDC) is seeking qualified small businesses to develop and evaluate an internet-based sexual self-management intervention for MSM based on cognitive-behaivoral principles that features an interactive mobile messaging component. The objectives of this project are to (1) design an online, interactive self-management intervention to reduce sexual risk behavior among MSM; and (2) examine whether this interactive, Internet-based HIV prevention intervention is feasible, acceptable to MSM, and efficacious in reducing sexual risk for HIV/STD. Capability Statements shall demonstrate an understanding of the development and evaluation of an internet-based sexual self-management intervention for MSM. The Capability Statements for this requirement shall address the following four (4) areas: (1) technical approach, (2) personnel; (3) facilities and equipment; and (4) corporate experience with similar projects. 1. A detailed Technical Approach that demonstrates a clear understanding of the draft SOW with discussions of a) interactive internet website and mobile messaging system development; b) quality assurance plan; and c) a discussion of anticipated major problem areas, together with potential approaches to their solution. 2. Personnel described staff expertise, including their availability, experience, and formal and other training. 3. A description of the facility that will be directly utilized and available for this proposed project, including equipment. 4. The description of your firm's corporate experience with similar projects should include your firm's general background, experience, and qualifications. Current in-house capability and capacity to perform the work. Corporate experience and management capability. Examples of prior completed Government contracts, references, and other related information. Please include the following in your response: Business Information -- a. DUNS: b. Company Name c. Company Address d. Current GSA Schedules appropriate to this Sources Sought, if applicable. e. Do you have a Government approved accounting system? If so, please identify the agency that approved the system. f. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the Central Contractor Registration (CCR). All offerors must register on the CCR located at http://www.ccr.gov/index.asp. g. Company Point of Contact, Phone and Email address A copy of the draft Statement of Work (SoW) pertaining to this requirement, which is subject to revisions, may be accessed at Attachment 1 to this Sources Sought. Responses must be submitted not later than April 8, 2009, 10 AM EST. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 20 pages including all attachments, resumes, etc. (single space, 12 point font minimum) that clearly details the ability to perform the aspects of the notice described above and in the draft SoW. Facsimile responses will not be accepted. Electronic responses, via e-mail, may be sent to bbv9@cdc.gov. On the subject line cite: SSN Reference No. PR65754. Electronic submissions must be in Microsoft Word. This Sources Sought Notice is information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. No reimbursement will be made for any costs associated with providing information in response to this Notice. Respondents will not be notified of the results of this evaluation. Capability statements will not be returned and will not be accepted after the due date. Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
