- The proposed contract action is for an acquisition for which the Defense Distribution Center, New Cumberland, PA intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 for Optical Memory Laser Cards. The cards are used as part of an Automated Manifest System. These cards have the capability to hold 1200 pages of information, and can withstand the harshest military conditions without any loss of data. General Dynamics Information Technology Inc. is the only source that can provide these cards due to the proprietary nature of the Automated Manifest System. Any attempt to develop an alternate source to provide this system, if possible, would result in a substantial cost to the Government. Accordingly, the Government intends to award a sole source, firm fixed price purchase order (FFP) utilizing FAR Part 13 to General Dynamics Information Technology Inc. for the Optical Memory Laser Cards. Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The delivery date will be 30 days after receipt of the order. The North American Industry Classification System (NAICS) code for this effort is 326130 with a small business size standard of 500 employees. All responsible sources may respond by submitting qualifications/capabilities of the company to provide the Optical Memory Laser Cards by 4:00 PM EDT, THURSDAY APRIL 9, 2009 to Daniel Herring, Acquisition Operations, DDC J7-AB, J Avenue, Bldg 404, New Cumberland, PA 17070, Phone: 717-770-6030, FAX: 717-770-5689, or e-mail: daniel.herring@dla.mil for consideration by the agency. If no affirmative responses are received by 4:00 PM EDT, THURSDAY, APRIL 9, 2009 to determine whether a qualified source is more advantageous to the Government, a purchase order will be negotiated and awarded to General Dynamics Information Technology.
