Description
The Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends toaward a sole source modification to Option 1 under contract N66001-06-C-2040with JGC Associates, Inc. of Austin, Texas under the authority of FAR 6.302-1.The contract was awarded under the Defense Advanced Research ProjectsAgency's (DARPA) Advanced Technology Office (ATO) issued Broad AgencyAnnouncement (BAA) 05-13, and the contractor's proposal was submitted inresponse to the BAA topic entitled "novel approaches to understanding andvisualizing the battlespace and monitoring effects based operations". Underthe aforementioned contract, the contractor provides research and developmentservices to make the following improvements to a Government owned system:increase the number of speckles, increase the laser spot size, reduce the laserpulse width, increase the laser power, increase the number of range gatesprocessed, and increase optical efficiency. The proposed modification will makethe following additional improvements to the Government owned system inorder to achieve the goals of the contract: Test and procure new opticaldetectors; Specify and procure 1.5 micron components; Specify, procure andincorporate additional signal processing units; Improve signal extraction anddetection algorithms to meet requirements; Reduce size of optics; Design 1.5micron lidar; Fabricate and test 1.5 micron lidar; Conduct tests wherein both10.6 micron and 1.5 micron data are captured from the same probe volumestimulated by the same signal; Analyze the data and report results. Thisproposed modification is being processed as sole source to JGC Associates dueto the unique nature of their approach to meeting the requirements of theaforementioned BAA topic. The use of any other contractor would involvesubstantial duplication of cost to the Government. This notice of intent is notarequest for proposals. However, all interest and capability statementsregardingthe proposed modification received within 7 days after date of publication ofthis synopsis will be considered by the Government.
