SYNOPSIS TRICARE CLAIMS REVIEW SERVICES Update No. 8 to the FBO provides notice that amendment 0005 to the RFP, H94002-08-R-0003, is now available at the TMA website noted below. The response due date has been extended to 12 pm Denver time, April 10, 2009. Changed Section pages are located at that website and specific word changes are highlighted in 'red'. Update No. 7 to the FBO incorporates a name chage for the solicitation FROM: TRICARE Claims Audit Review Services TO: TRICARE Claims Review Services Update No. 6 to the FBO incorporates a change to the response due date FROM: All proposals should be received no later than 3 pm, MST on July 31, 2008. TO: All proposals should be received no later than 12 pm MST, on 7 August, 2008. Update 6 also informs potential offerors that Amendment 0003 to the proposal has now been posted to the TMA website at: http://www.tricare.mil/contracting/healthcare/solicitations/index.cfm. Questions to this proposal are no longer being accepted and will not receive a response from the TRICARE Management Activity. Update No. 5 to the FBO corrects an error in the the second paragraph of the body in this posting. The change is: FROM: All proposals should be received no later than 3 pm, MST on 18 July 2008. TO: All proposals should be received no later than 3 pm, MST on 31 July 2008. Update No. 4 to the FBO is to notify interested parties that responses to the balance of the questions posed by potential offerors have been posted to the TMA website at: http://www.tricare.mil/contracting/healthcare/solicitations/index. Please refer to Solicitation N. H94002-08-R-0003 (TCARS) Questions and Answers, Set 2. Update no. 3 to the FBO is to notify interested parties that responses to some of the many questions proposed by potential offerors have been posted to the TMA wesite at: http://www.tricare.mil/contracting/healthcare/solicitations/index. Please refer to Solicitaion No. H94002-08-R-0003 (TCARS) Question and Answer Set 1. As additional questions are responded to, this posting will be updated appropriately. Amendment 0002 to RFP H94002-08-R-0003 extends the response due date from July 18, 2008 to July 31, 2008. Amendment 0001 to RFP H94002-08-R-0003 extends the response due date from July 7, 2008 to July 18, 2008. This posting is for the solicitation of commercial services. The Department of Defense (DoD), TRICARE Management Activity (TMA), Aurora, CO, has a requirement to procure for the follow-on procurement of its current Claims Audit Review Services which concludes in February 2009. It is prepared in accordance with Under Secretary of Defense (USD) Acquisition, Technology and Logistice (AT&L) Memorandum Subject: Acquisition of Services, 2 October 2006, Federal Acqusition Regulation (FAR) Part 7, Defense Federal Acquisition Regulation Supplement (DFARS) Part 207, DFARS Procedures, Guidance and Information (PGI) 7.1, TRICARE Acuisition Manual (TAM) 7.105, FAR Part 15, DFARS 215.3, PGI 15.3, TAM 15.3, and TRICARE Acquisition Practice (TAP) 07-01, as supplemented with additional information included in this notice. The solicitation number is H94002-08-R-0003 and is issued as a Request for Proposal (RFP). All responsible sources submitting a responsive proposal shall be considered by the agency. The solicitation will only be available through electronic media (download from the TRICARE website at http//:www.tricare.osd.mil/contracting/healthcare/solicitations ). To receive information regarding the request for proposals during solicitation process, you must register as a Potential Offeror at the referenced TRICARE website. Questions regarding the solicitation must be submitted through the selection of E-Mail Questions to the Contracting Officer option on the TRICARE website. Inquiries can be made from 5 May 2008 through 19 May 2008. The cut-off date for inquiries to the RFP is 3 pm MST, 19 May 2008. Responses to inquiries shall be posted to the Website no later than 3 pm MST, 2 June 2008. Interested sources shall submit their proposals in accordance with the instructions contained in Section L of the RFP. The Government will choose the proposal that is the lowest price technically acceptable offer in accordance with the provisions contained in Section M of the RFP. FOB Destination shall be Aurora, CO, 80011. This contract action will result in a Firm Fixed Price contract. The selected Contractor shall be registered in Central Contractor Registration (www.ccr.gov) before award can be made. All proposals should be received no later than 12 pm, MST on 07 August 2008. Send all proposals to Mr. Scott J. Lamond, Contracting Officer, Office of the Assistant Secretary of Defense Health Affairs, TRICARE Management Activity, 16401 East Centretech Parkway, Aurora, Colorado 80011-9066. The proposal submitted by the Contractor against this requirement shall clearly state the following: Request for Proposal Number; Time specified for receipt of offers; Name, Address; Telephone number of Offeror Point of Contact; and acknowledgement of all proposal amendments (if applicable). Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The selected contractor must comply with the terms and conditions contained in the RFP. TRICARE is the name of the Department of Defense's managed health care program for active duty military, active duty service families, retirees and their families, and other beneficiaries.
