Description
The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole source contract with Analysis & Design Application Co. ltd. (CD-adapco) for the use of the STAR-CCM+ network license. The period of performance for this service will consist of one base year and three one-year options. NRC staff is responsible for conducting safety assessments on radioactive material and spent nuclear fuel storage cask and transportation designs. Specifically, the staff must look at heat transfer and gas flow for cask, canister, and package designs in order to determine the thermal performance envelope for designs and to determine if the designs meet the applicable NRC regulations. STAR-CCM+ is an engineering process oriented computational fluid dynamics (CFD) tool that delivers the latest CFD technology in a single integrated environment and is one of the tools the staff uses to analyze the thermal effects of loading, transfer, transportation and accident scenarios on these designs prior to certification. In order to maintain the staff’s current CFD analysis tools for review of spent nuclear fuel storage casks and radioactive material packages and to fully utilize the analysis resources available, the NRC staff must maintain a current license of the STAR-CCM+ software. Without the license to Star CCM + software, the NRC would not be able to review or modify analyses that are submitted in the Star CCM+ code. This would inhibit NRC’s ability to conduct independent confirmatory analyses. The authority for negotiating on a sole-source basis with CD-adapco is made under the authority of 41 U.S.C. 253(c)(1) and Federal Acquisition Regulation 6.302-1 which provides for limiting competition in those situations where the supplies or services are available from only one responsible source and no other supplies or services will satisfy the agency requirements. The North American Industry Classification System (NAICS) Code is 541511. This notice of intent is neither a request for proposal nor a solicitation of offers. A determination not to compete this proposed procurement based on responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates their ability to meet the NRC’s needs. Detailed capabilities must be submitted to the above address not later than 10 calendar days from the date this announcement appears in the Federal Business Opportunities. Telephonic responses and responses providing insufficient information for evaluation by the NRC will not be considered.
