Description
This is the public notice for acquisitions over $10,000. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at MacDill AFB, FL intends to issue a fixed price purchase order to PRC-Desoto, a division of PPG Aerospace, Kenneshaw, GA for the following exterior paint used for the NOAA AOC WP-3D aircraft. 12 gals White PRC-DeSoto Manufacturer serial No. 8201F17925MPG22K 15 gals Gray PRC-DeSoto Manufacturer serial No. 8800F16440CAGZTX 2 gals Red PRC-DeSoto Manufacturer serial No. 8800F11136CAGZTX 1 gal Flat Black PRC-DeSoto Manufacturer serial No. 8211F370381KY22K 2 gals Bahama Blue PRC-DeSoto Manufacturer serial No. 8800106215CAGZTX 2 gals Gloss Blue PRC-DeSoto Manufacturer serial No. 8800F15044CAGZTX The proposed acquisition is for supplies for which the Government has determined are available from only one responsible source and no other type of supply item will satisfy agency requirements under the authority of FAR 13.106-1(b). NOAA AOC operates two hurricane hunter aircraft that fly into severe weather over the open ocean. The aircraft encounters heavy rain, hail, grapple, and salt residue while flying into hurricane winter storms and other weather related phenomenon. AOC has determined that the exterior paint manufactured by PRC-DeSoto, a division of PPG Aerospace, stands up the best against these in-flight conditions as it does not peel, chip or deteriorate. The colors specified above must provide exact match of existing colors previously applied to the aircraft. Purchasing the paint from PRC-DeSoto is in the best interest of the Government by saving cost and time by using this proven paint. Additionally, in accordance with the Federal Acquisition Regulation supplies may be considered to be available from only one source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and there would be unacceptable delays in fulfilling the agency requirements. This notice of intent is not a request for competitive responses. However, all responses received by close of business on April 1, 2009 will be considered by the Government. A determination by the Government not to compete the acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested responsible business sources may identify their interest and capability to respond to the requirement or submit offers which will be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications to provide the exact item as described above; and sufficient information that describes the firm's knowledge of exterior aircraft paint. Submissions received in response to this notice shall be evaluated based on demonstrated technical ability to successfully provide the required supplies as stated herein. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No order can be made to a company not registered in CCR.
