- Q63: Can a small business use the commercial off the shelf, Shaft Engine Test Instrumentation (SETI) system currently being manufactured by EADS North America for the US Navy to upgrade, automate and modernize the electronic test systems of the helicopter engine test cells in Elizabeth City and would the Coast Guard want to be included in the US Navy’s Performance Based Logistics contract for this test system? If the answer is yes to the previous question, would the Coast Guard want to use the existing Navy contract to procure these systems? A63: This solicitation is for commercial item acquisition and is a total small business set-aside. All offerors are encouraged to provide an innovative approach/solution on its best terms, making certain to address all elements and requirements of the statement of objectives and other information provided on the FedBizOps website. Q64: Is this effort a Firm Fixed Price or Time and Material? A64: Firm Fixed Price with fixed price line items for sustainment for up to four 1-year option periods, renewable annually at the Government’s discretion. Q65: We are in the process of building our proposal for the USCG test cell upgrade for the ATF3 Jet Engine Test Cell located in Elizabeth City NC. For a complete understanding of the requirements we would like to request the following publications: AFT3 Jet Test Cell Publications A65: As stated in the SOO, section 3 GOVERNMENT DOCUMENTS, at the end of page 5 of 12. Statement: 3.0 GOVERNMENT DOCUMENTS All GE and Honeywell technical manuals are proprietary to the OEM. Contractor must be able to obtain independently. Q66: Would it be possible for ******* to visit the site even though the Industry Day has already been held? We are very interested in quoting this project and visiting the site beforehand would be a great benefit. A66: No. As stated in the synopsis/solicitation, there will be only one Industry Day/site visit. However, there are 119 photos and facility drawings available. Q67: Document “Amend2_-_Eval_of_Crit.doc” ADDENDA L Section L.5 Proposal Submittal Instructions: Sheet 5 Item #2 states, “The Government will not make an award for a basic system that exceeds fund availability.” Question: What is the target funds available for this project? A67: The limitation for FAR 13.5 Commercial Item Test Program is $5.5M. Q68: Document “Amend2_-_Eval_of_Crit.doc” ADDENDA L Section L.5 Proposal Submittal Instructions: Sheet 5 Item #1 references “attached SF 1449.” Can the USCG please provide a copy of the referenced attachment? A68: Yes, a SF1449 has now been uploaded. Q69: In section 5.0 of SOO lists FOD screens for upgrade please clarify which screens are applicable to this requirement inlet screens on bellmouths (which ones ATF, T700, CT7) or Inlet screen inside Cell #1 (reference photo 80 provided by USCG)? A69: The engines to have some sort of FOD screen. The current one in use for the T700 is acceptable. The ATF3 needs one to fit the Bellmouth.
