Description
The item to be procured is the M22E Binocular. Requirements are for 88 each M22E Binoculars. FOB is ORIGIN. Estimated issue date is 04/06/2009. This solicitation will be a firm fixed price purchase order with a 200% option. A Contractors Assertion of Commerciality will be required for all quotes. Purchase Description: Requirement is for Artillery Spotting Binoculars, 7X50mm, with individual eyepiece focus, mil scale reticle, and carrying case. 1. Specifications: a. Magnification: The magnification each prism telescope of the binocular shall be equal to OR between 6.8 to 7.2 power. Magnification difference of the two barrels shall not exceed 2%. b. Field of view: The minimum field of view at 1000 meters shall be 128 meters. c. Weight: The maximum weight with strap and lens caps shall not exceed 1.6 kilograms. d. External Covering: The external surfaces of the binocular bodies shall be non-reflective and have a non-slip covering with a matte surface. e. Eyecups, eye lens covers, and objective lens covers: The binocular shall be provided with Eyecups which shall be foldable. The binocular shall be provided with covers for the objective and eye lenses. These components shall also be made of tear-resistant material. f. Carrying strap: The binocular shall be equipped with a carrying strap. The strap shall be between 97 and 112 cm in length. g. Carrying case: The case shall be predominantly one basic color: black, green, or field drab. h. Interpupillary Adjustment: The binocular must have an interpupillary distance which covers a minimum range of 58 to 72 millimeters (2.28 to 2.83 inches). i. Collimation: Both telescopes of the binocular shall be aligned to produce a single image when viewing an object at a distance of 1000 meters. j. Resolution: Not greater than nine (9) seconds of arc, when measured at the center of the field of view. Horizontal and vertical lines shall be resolved within 0.5 diopter. k. Image tilt: The images of an infinity plumb line formed by the two optical systems shall be parallel to each other within one degree of arc. Neither image shall vary from the vertical by more than one degree of arc. l. Eyepiece focus: Individual eyepiece focus is required. The individual eyepieces shall be adjustable through four (4) diopters. The individual eyepieces shall be adjustable through four (4) diopters. The individual diopter scales shall be a true range of four (4) diopters. Markings shall be provided at graduated through a minimum range of every diopter. m. Scale: The reticle shall be marked with stadia lines representing five (5) mil increments, in object space, in both vertical and horizontal directions. n. Temperature: The binoculars shall withstand exposure to a temperature of 120 degrees F at 95-100 percent relative humidity for 24 hours with no internal fogging of the optics. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same.
