Description
The U.S. Army Corps of Engineers intends to award a sole source contract to Planning Systems, Incorporated to analyze for accuracy, digitize, declassify and prepare for release hydrographic/bathymetric data collected during 13 operational/research deployments by US and UK Navy nuclear submarines under the cover of Arctic Ocean sea ice. The effort to analyze, digitize, declassify and prepare for release this data, which is classified secret, requires the uniquely knowledgeable individuals sought for this effort. They must possess appropriate security clearances and access to the data repository at the National Geospatial-Intelligence Agency (NGA). They must have in-depth knowledge of the capabilities of nuclear submarines and their operation under sea ice; understand the Arctic Ocean sea ice environment; must be sensitive to the acoustic anomalies of the area and how they may affect the performance and security modes set on the sonar equipment used during collection; and must know the fundamental bathymetric character of the ocean area to enable individual data points to be validated for accuracy. An understanding of the various modes, accuracies, and uses of submarine navigation equipment is needed to correlate the digitized data to a specific location and ultimately to confirm accuracy. The data is currently stored and must be worked on in a classified, special compartment at the National Geospatial-Intelligence Agency, for which individuals with the required knowledge at Planning System, Incorporated has access. However if any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated, however a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the U.S. Army Corps of Engineers will proceed with awarding a firm-fixed price contract to Planning Systems, Incorporated.
