Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Offerors are encouraged to access information also available on the NSWC Crane Division Web site at http://www.crane.navy.mil/acquisition/homepage.htm. The Naval Surface Warfare Center, Crane Division has a requirement for the Refurbishment and refurbishment/update of dual mode transmitters for the AN/SPQ-9B Radar System to include labor, material, and equipment necessary to return the item to a serviceable condition in accordance with Statement of Work dated 3/3/09 as follows: CLIN 0001: Refurbishment of the AN/SPQ-9B transmitters in accordance with Northrop Grumman ERC standard refurbishment processes (all refurbishment material shall be provided by the contractor). CLIN 0002: Refurbishment/Update Modification with Government Furnished Material (GFM) in accordance with Northrop Grumman ERC standard refurbishment processes. All refurbishment material shall be provided by the contractor, with the exception of the following material, which will be provided as GFM: P&C Assembly, P/N 762R978G01; Monitor Assembly, P/N 785R537G01; H04 Traveling Wave Tube, P/N 585R224H04. CLIN 0003: Data IAW Contract Data Requirements List,! DD1423-1, Exhibit A. Delivery will be FOB Destination, Naval Surface Warfare Center - Crane, Indiana. This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1), One Source or Limited Sources. An offer will be solicited from Northrop Grumman Corp. Electronics Systems, 1580A West Nursery Road, Linthicum Heights, MD 21090.The anticipated 3-year Indefinite Delivery Indefinite Quantity, Firm Fixed Price Contract is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2). It has been determined that the Government requirement for this product can only be met by one manufacturer due to the contractor's unique knowledge and proprietary design as the Original Equipment Manufacturer and the anticipated duplication of costs incurred by the Government to compete are not anticipated to be recouped by that competition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose o! f determining whether to conduct a competitive procurement. The solicitation will be available for download on or about 15 April 2009. Closing date will be on or about 15 May 2009. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. All responsible sources may submit a proposal which shall be considered. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of offerors to download the RFP and to submit offers to the POC at NSWC Crane to be considered.
