- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items - as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation document will not be issued. This solicitation is a Request for Quotation (RFQ) number SB1341-09-RQ-0160. This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2005-31. FAR Part 13, Simplified Acquisition procedures, are being utilized. This is a small business set-aside competitive procurement for WebFOCUS software licenses maintenance renewal support services currently in use at NIST in Gaithersburg, MD. However, NIST will only consider offers from companies that are currently authorized by Information Builders, Inc. to sell their renewals of their services. The period of performance is from May 1, 2009 through April 30, 2010. The requirements are as follows: Delivery is FOB destination. QUOTATION SUBMISSION INSTRUCTIONS: Offerors shall include the following in their quotation: (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) Proof that the Offeror currently has Information Builders authorized reseller status. (5) Terms of any express warranty; (6) Firm-fixed-price (FOB Destination) for each offered item, and any discount terms; (7) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(k) for those representations and certifications that the offeror shall complete electronically); (8) Acknowledgement of Solicitation Amendments; and, (9) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. All quotations shall be submitted via email so that they are received at sandra.shaffner@nist.gov (with a courtesy copy to jo-lynn.davis@nist.gov) no later than March 27, 2009 at 3:00 p.m. EST. EVALUATION FACTORS FOR AWARD: The award will be made to the offeror whose quotations deemed to represent the lowest price, and is technically acceptable.
