Description
This is a combined synopsis/solicitation for Commercial Items in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-09-T-0151, and a firm fixed price contract is contemplated. All responsible sources may submit a quote which shall be considered by the agency. The anticipated award date is on or about 17 Apr ‘09. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31 effective 19 Mar. ‘09. This procurement is 100% small business set aside and the associated NAICS code is 611699 with a business size standard of $7.0 million. The DPAS rating for this procurement is DO-C9. The Naval Special Warfare Development Group (NSWDG) has a requirement to procure the following: Section B Schedule of Supplies and Services CLIN 0001 Combatives / Mixed Martial Arts Training for up to 50 personnel for 5 days Qty - 1 lump sum Place of Performance: Los Angeles, CA (Contractor to provide facility for training) Period of Performance : TBD - May 2009. Section C Specification Training Objectives: Following skills must be obtained by the participants through this training: side, low, high and back mounts, self-defense to include but not limited to: escapes from the headlock, rear grab, front grab, defense against the punch and kick, defense against multiple opponents, striking, straight punches to head and body, hooks uppercuts, palm strikes and counter punching for the above, escape from the mounted position, roundhouse, front side, fake round kicks and blocks and counters for these kicks, attacks from the guard, side body and mounted position, takedowns that utilize double leg, single leg, double leg clinch and side choke takedown, striking from the ground, the mount, side mount and in the guard, utilization of neck cranks, chokes, side chokes, leg chokes, traingle chokes and rear naked chokes and counter. Intructor Requirements: Vendor must provide instructors with the following qualifications: Black Belt in Kyokushin Karate, Tae Kwon Do and Karate, Certified Thai Boxing Instructor, Certified Pancrase Instructor, no less than 15 years of training experience and must have experience with training SOF personnel, no less than 10 years of experience in MMA professional competition, must have taught instructor certification to Law enforcement and military agencies, training and teaching should include but is not limited to striking, submissions, ground fighting, weapon retention-in and out of holster, knife gun and rifle defenses and certified Expert II in Krav Maga worldwide. The following factors shall be used to evaluate offers: Past Performance, Technical competence and price. Technical competence and past performance when combined weighs more than price. Offerors shall submit past performance information to include contract number, government agency point of contact and contact information, description of supplies/services provided, unit of issue, unit price and extended price. Past performanace shall be current and shall not exceed three (3) fiscal years before posting date of the combined synopsis/solicitation on FBO. Government will award this contract based on best value to the government. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
