- This synopsis is posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Description. The Naval Surface Warfare Center, Dahlgren Division, is acquiring on a sole source basis a one week education course to provide instruction on state of the art Far-Field, anechoic chamber, compact, and Near-Field measurements. The courses will cover antenna measurement facility characterization and compensation techniques and microwave holography. The classes are to be conducted in early May 2009. Key subjects to be covered include: Basic Principles of Antenna Measurement; Far-Field Antenna Measurement; Gain, Directivity, and Efficiency Measurement; Polarization Measurement; Antenna Measurement Instrumentation; Anechoic Chamber Measurement; Compact Antenna Measurement; Planar Near-Field Measurement; Cylindrical Near-Field Measurement; Spherical Near-Field Measurement; Near-Field Probe Arrays; Test Facility Characterization and Compensation; Microwave Holography. The Government will consider statements from all responsible sources which provide evidence that clearly demonstrates the capability to provide the required education course within the stated delivery schedule. Capability statements must be submitted via email to phillip.makely@navy.mil, must be received No Later Than 1 April 2009, and must reference Quotation Number N00178-09-Q-3021. All responsible sources may submit a quote. However, quotations that are not accompanied by capability statements that provide evidence of the ability to deliver the specified education service herein will not be considered for award. Award is to be made under Simplified Acquisition Procedures (FAR Part 13). The Government will not issue a written solicitation as all items are specified in this notice.
