- Notice of Intent to Sole Source - Philips Radiation Oncology System Upgrade to Client/Server Platform Solicitation Number: VA-250-09-RQ-0111 The Department of Veterans Affairs, Louis Stokes VA Medical Center intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source, based on proprietary issues and compatibility requirements. The VA intends to solicit and negotiate with Philips Medical Systems, 22100 Bothell Everett Highway, Bothell, WA 98041, for client/server platform upgrade to existing radiation oncology system. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on or before 6 April 2009, 9:00 AM EST by email to adrian.cadena@va.gov and to wanda.sledge@va.gov.
