Description
Note: All responses to this IFB shall be mailed to Western Area power Administration, P.O. Box 3700, Loveland CO, 80539-3003. Physical Address for hand carried bids: Western Area power Administration, 5555 East Crossroads Boulevard, Loveland CO, 80538. Western Area Power Administration, Rocky Mountain Region, has a requirement for a contractor to provide all supervision, labor, materials, equipment, tools, transportation, and any other resources necessary to complete this project. The work includes, but is not limited to completing the Shiprock Substation KU1A Transformer replacement to include: disassembling and relocating Transformer KU3A, and all associated material from Westerns Pinnacle Peak Substation to Westerns Shiprock Substation as Transformer KU1A; draining, temporarily storing, and transporting the transformer oil, and all associated transformer materials to Westerns Shiprock Substation; removing and disposing of the damaged Shiprock Transformer KU1A; removing and disposing of the Transformer KU1A foundation, and any oil-contaminated gravel-fill beneath the foundation; constructing a new transformer KU1A foundation; setting and fully assembling the Transformer KU1A on a new foundation per manufacturers recommendations; supplying and installing a new pad mounted transformer and all associated bus work to connect to the existing station service, double-ended switchgear; and constructing a new cable entry system into the west wall of the existing Service Building, located north of the existing entry box. The work is located at the Shiprock Substation, San Juan County, NM, 87421 and the Pinnacle Peak Substation, Maricopa County, AZ, 85054. The estimated magnitude of this project is between $500,000 and $1,000,000. The NAICS Code for this procurement is 237130 and the applicable size standard is $33,500,000.00. This procurement will be issued unrestricted (full and open competition). The solicitation, specifications and drawings, and any subsequent amendments will only be available in electronic format, downloadable from the internet. No CD-ROMs or hardcopy documents will be distributed. It is anticipated that the solicitation, specifications and drawings will be available for download at http://e-center.doe.gov/ or http://www.fbo.gov (click on the link under Additional Info:) on or about April 9, 2009.
