POST ON NBC Wednesday, 3/25/2009Issue Solicitation: Thursday, 4/9/2009Quotes due: Thursday, 4/23/2009 at 2:00 p.m. This is a Solicitation Notice: Announcement Q1900090009-Haul Out of Sailing Vessel "Friendship of Salem", and Complete U.S. Coast Guard Certification Work, at the Salem Maritime National Historical Site, Salem, MA. This is a 100% Small Business Set Aside. This solicitation is being issued as a 100% total set-aside for SMALL BUSINESS CONCERNS. The North American Industry Classification System (NAICS) code for this project is 336611, and 1000 employees are applicable to this contract. This solicitation will result in award of a contract for Haul Out of Sailing Vessel "Friendship of Salem", and Complete U.S. Coast Guard Certification Work, at the Salem Maritime National Historical Site, Salem, MA The base bid includes thirteen calendar days from the date of award for completion of all work. The base work and all options is estimated between $25,000 and $100,000. PLEASE NOTE: As the ship must be sailed to and from the shipyard by the National Park Service, it is necessary that the shipyard shall be, at most, a two day sail averaging five knots from Salem, MA to the shipyard. Scope of work for the base quote includes all labor, materials and equipment and supervision necessary to perform the haul out of sailing vessel, "Friendship of Salem", and complete the U.S. Coast Guard certification work and includes 13 calendar days for completion of all work. The purpose of the haul out is to provide an opportunity to inspect the hull below the waterline and to make certain the hull is sound and in overall good condition and to make any necessary repairs or changes to complete the U.S. Coast Guard requirements for certification. The "Friendship of Salem" is a full-scale replica of an 1797 merchant ship. The shipyard must be able to accommodate a vessel measuring 171 feet/sparred length with a 370 ton displacement. The vessel has a beam of 34 feet and draws 11 feet. The vessel is fully rigged, with the tallest of the ship's three masts reaching a height of 131 feet. Down rigging the ship masts for the haul out is not an option. The inspection of the vessel includes: Haul out shipCleaning and pressure washing of hull to remove all marine growthInspection of the fiberglass and wood sheathing, wood laminate hull and keel, and all hull paint.Inspect propellers, shafts, shaft cutters, exhaust piping, and transducers for pitting corrosion, damage and proper functionInspect and clean sea chestInspect and clean intake valves for engines and headsInspect galvanic platesInspect rudder and fittingsCheck soundness of all other hull fittings and hull structure adjacent to fitting.Repaint draft marks The solicitation will include four options for hull work, deck area work, mechanical work and materials.In accordance with FAR 5.102, availability of the solicitation will be limited to electronic medium. This solicitation will NOT be directly provided in a paper hard copy format or CD ROM. In accordance with FAR 5.102(a)(7), the availability of the solicitation will be limited to the Internet. When the solicitation is issued, the address for downloading the solicitation from the Internet is as follows: http://ideasec.nbc.gov. Down loading from the Internet is free of charge. All prospective bidders must register on ESOL. Hard copies (paper sets) of the solicitation will not be provided by the Government. Award of the contract will be made to the lowest confirming responsive, responsible bidder offering the lowest total price of all contract line items and options. The solicitation package will be issued Wednesday, April 9, 2009 and the date for receipt of quotes is 2:00 P.M., EST, on April 23, 2009 at the National Park Service, Northeast Region, U.S. Custom House, 200 Chestnut Street, Philadelphia, PA 19106-2878. A formal site visit for this solicitation is scheduled for Tuesday, April 14th at 10:00 a.m. Interested concerns should meet at the Hawkes House, Salem Maritime National Historical Site, 174 Derby Street, Salem, MA 01970.
