Description
The Great Lakes Environmental Research Laboratory (GLERL), located in Ann Arbor, MI intends acquire one Seabird SBE 19plusV2 Conductivity, Temperature and Depth (CTDs) Data Acquisition systems. The SBE 19plusV2 conductivity, temperature, and depth (CTD) data acquisition systems are necessary for water quality sampling efforts in Saginaw Bay as part of the NOAA Center for Sponsored Coastal Ocean Research (CSCOR) funded project, "Adaptive Integrated Framework (AIF): a new methodology for managing the impacts of multiple stressors in coastal ecosystems." This project will require a CTD that can be easily deployed from a small boat (25'). The government requires an electrode-type conductivity cell that is not affected by external fouling and standard sensors for temperature and depth. The government requires sensors to measure chlorophyll a (Turner CYCLOPS-7 chlorophyll fluorometer), phycocyanin (Turner CYCLOPS-7 phycocyanin fluorometer), Quantum scalar PAR (4 pi). This instrument must also have three additional inputs for two transmissometers for the measurement of turbidity and one optical dissolved oxygen sensor. The government owns the required transmissometers for turbidity, so purchasing a compatible platform is necessary to utilize these instruments without the additional expense of purchasing new instruments. This many sensors requires six (6) analog sensor inputs. Also required is a high sampling rate (10 times/sec) and external switch to initiate data logging. The CTD should have 600m plastic housing and a stainless steel protective cage, in addition to all necessary cables and mounting apparatus. The Seabird SBE 19plusV2 CTD appears to be the only oceanographic data recorder that will meet these requirements. The government has considered the YSI 6600 V2-4 however it only has 4 analog channels, does not have a PAR sensor and therefore is not a viable option. The Government also considered the General Oceanics 316CTD however it does not have a Turner CYCLOPS-7 fluorometer. The Seabird SBE 19plusV2 meets the governments' instrument requirements for its water quality sampling efforts in Saginaw Bay, with all of the required sensors and 6 input channels. Additionally, GLERL already owns other Seabird instruments, and thus has the capacity for interchange of parts and sensors when necessary for greater flexibility and efficiency. System Specifications: The CTD must be able to accept an Optode 4175 serial input and have the necessary extra analog channels to host the six (6) sensors needed to meet project data collection requirements. Systems must be able to be deployed at the required depth. The electrical and mechanical requirements listed below place minimal demands on size, weight, buoyancy, and power required for this instrument. Electrical. Power - alkaline batteries or external power 9-18 VDC or wider. Sensor power out from CTD - at least 500 mA @ 10.5 - 11 VDC. Samples - Conductivity, Temperature, Depth - 355,000 or more. Sensor input range - 0-5VDC; 6 differential A/D channels. RS-232 sensor data input channel. RS-232 system interface Mechanical. Diameter - 3.9 inches. Length - 31.80 inches. Weight in water - 5 lbs Equipment is needed within 35 days. The government knows of no other company able to supply this type of equipment besides Sea-Bird. Only the Seabird CTD will meet planned scientific data collection goals. Firms who believe they have a product that will meet all the requirements specified herein, including form fit, and function, and delivery must furnish detailed information concerning their capability to provide the supply and satisfy the Government's needs. Firms must provide descriptive literature on the equipment being offered. In addition shall include name, telephone number, and address of concerns for which you have furnished this type of equipment previously. Interested parties must respond within (10) days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to Sea-Bird Electronics, Inc. through the commercial acquisition process. The Central Region Administrative Division (CRAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: http://www.ccr.gov/.
