- THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DOCUMENT. THE RFQ/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. QUOTES ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The U.S. Coast Guard Aviation Logistics Center (ALC) intends to issue a Purchase Order using Simplified Acquisition Procedures to the Original Equipment Manufacturer (OEM), Telephonics Corporation Command System Division for the complete repair of One (1) each MMR Signal Processor, P/N: 737-3000-001, NSN: 1680-01-HS1-9892 in accordance with OEM Specifications, and One (1) each Recevier/Transmitter, P/N: 737-4000-001, NSN: 5836-01-HS1-9298 in accordance with OEM Specifications. ALL OEM SERVICE BULLETINS PREVIOUSLY INCORPORATED SHALL REMAIN INCORPORATED. SERVICE BULLETINS THAT UPGRADE THE COMPONENT OR IMPROVE RELIABILITY SHALL BE INCORPORATED UPON APPROVAL OF THE USCG’S CONTRACTING OFFICER. This material is intended for use on the HC144 aircraft. The Coast Guard does not own nor can it obtain specifications, drawings, plans or other technical data for repair. Requests for specifications, drawings, etc. will be disregarded. The RFQ document, HSCG38-09-Q-010015, will be available for downloading from FedBizOps on April 9, 2009 at www.eps.gov or can be obtained by faxing or E-mailing a written request to (252) 334-5427 (FAX) Terence.L.Blucker@uscg.mil (e-mail address), with an anticipated award date of May 17, 2009. The North American Industry Classification Standard (NAICS) is 488190 and the size standard is $6.5M to classify as a small business. This procurement is un-restricted, small business set-aside is not applicable. Qualifying responsible sources, with authorized access to the applicable OEM required repair data, may submit a quotation which shall be considered by the agency. Sources must have a valid Cage Code and DUNs Number or have the ability to obtain one, also be actively registered in CCR www.ccr.gov (Central Contractors Registration) and ORCA https://orca.bpn.gov (Online Representations and Certifications Application). F.O.B. Destination is preferred. Quotes will be evaluated on the basis of best value to the government considering technical acceptability, price, delivery and past performance and quality and price realism. The required delivery date after repair of this material is May 29, 2009. Packaging instructions will be specified in the RFQ/solicitation. Delivery shall be to U.S.C.G. Aviation Logistics Center, Elizabeth City, NC 27909 Attn: Receiving and/or Quality Assurance Section.
