The basic requirement is to support the LeMay Center/Intelligence Directorate's (LC/IN) continual need for qualified and experienced Intelligence, Surveillance, and Reconnaissance (ISR) subject matter experts (SME). The SMEs will assist LC/IN in infusing and sustaining ISR doctrine across core mission areas of the LeMay Center and throughout the Air University (AU) education continuum. SMEs will have a substantial role in the ISR doctrine lifecycle and must be qualified to effectively research, analyze, coordinate, and de-conflict input to Air Force & Joint ISR doctrine. The SME will support a myriad of AF/AU ISR requirements driven by Officer Professional Military Education Policy (OPMEP) learning directives. As part of LC/IN, the SMEs will plan, develop, coordinate, and execute ISR doctrine education and wargames supporting professional military education (PME) and professional continuing education (PCE). SMEs will be required to support AU faculty, departments, and curriculum integration teams; recruit distinguished ISR lecturers; identify/offer ISR courses; and provide comprehensive topical intelligence briefings/presentations. An additional classification code for this requirement is Education and Training services. Interested concerns should furnish the following information: 1. Type of business, i.e., small, large, small disadvantaged, woman-owned, Hub Zone, service-disable Veteran-owned small business, etc 3. Provide information sufficient to demonstrate relevant knowledge of this effort 4. Whether or not the company would consider attending an Industry Day 5. Brochure and literature relevant to the ISR SME requirements stated above 6. Suggested skill set and qualifications to fulfill the ISR SME requirement 7. List of existing contract vehicles available to AU In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited. Again, this solicitation is issued for PLANNING PURPOSES ONLY. The Government has the right to use any of the information provided to develop any future Request for Proposal (RFP). If a respondent objects to this, they should not submit a response. As industry may expect to see portions of submitted information in future solicitations, portions of the response containing proprietary information should be clearly marked as such. All information marked "Proprietary" will be handled accordingly. Responses to the RFI will not be returned. Interested sources should provide their response by close of business on 30 April 2009. Responses will be reviewed and may result in face-to-face discussions.
