- BAA document Cover Page The Department of Homeland Security, Office of Procurement Operations is soliciting proposals for the Domestic Nuclear Detection Office (DNDO) under Broad Agency Announcement (BAA) BAA09-101 for Exploratory Research for Nuclear Detection Technology that may lead to a dramatic improvement in national capabilities in nuclear/radiological detection, verification and forensics. Proposals are encouraged from private industry, academic institutions and non-profit organizations. Prohibited from participating as prime, but encouraged to participate as subcontractors, for this BAA are National Laboratories, Federal Government Laboratories, National Agencies, Federally Funded Research and Development Centers (FFRDC’s) and Federal Government activities. As part of the solicitation process, white papers are strongly encouraged, but are not required. If submitted, white papers shall be submitted in advance of full proposals. The procedures for submitting full proposals and white papers are detailed in the solicitation document. White paper questions and proposal questions shall be submitted at the email address stated in Section 7.2 – Questions. White paper and full proposals submissions shall be submitted via the web-site stated at Sections 7.3 and 7.4. ALL offeror’s must register on https://dndobids.dhs.gov in order to have the ability to submit white papers and full proposals. See Section 7.1 No phone calls will be accepted and the BAA will be issued via FedBizOpps in electronic copy only.
