- RFQ This is a combined synopsis/solicitation for a hammer mill for processing native plant seed. Quotations are hereby requested and further written solicitation will not be issued. Each offeror is to provide the offered product technical description (i.e. make and model, product literature, warranty provisions, price, payment discounts, etc.) in sufficient detail for the Government to evaluate the offer. The solicitation number is AG-51KN-S-09-0019 and is issued as a Request for Quotation (RFQ). The NAICS code is 444220. The small business size standard is $7.0M average annual receipts. This acquisition is 100% set aside for small business concerns. Inspection and acceptance will be made at time of delivery. Delivery is FOB Destination. Delivery site is the USDA Forest Service, Midewin National Tallgrass Prairie, 30239 S State Route 53, Wilmington IL 60481-9066. Delivery of the item is expected within thirty days after receipt of contract award. Interested parties must submit any questions in writing to the Contracting Officer, point of contact information is below. Quotations and amendments (if any) must be signed, dated and submitted in writing -- mail/delivery service, email or fax -- by 4:00 PM (CD), 14 Apr 2009 to the ATTN: Susan Weaver, Contracting Officer, USDA Forest Service, Midewin National Tallgrass Prairie, 30239 S State Route 53, Wilmington IL 60481-9066; Fax Number: 815-423-6380; Email: susanweaver@fs.fed.us. Please mark the envelope, fax cover page and/or email subject line as a “Response to RFQ AG-51KN-S-09-0019”. Vendor must be registered in the Central Contractor Registration (CCR) database in order to receive an award. A DUNS number is needed to initiate the CCR registration. Information on registration may be obtained via the Internet at: http://www.ccr.gov or by calling 1-888-227-2423. Complete the electronic version of the Online Representations and Certifications (ORCA) at: http://www.bpn.gov. If the offeror does not have a Data Universal Numbering System (DUNS) Number, it should contact Dun and Bradstreet directly to obtain one. An offeror within the United States may contact Dun and Bradstreet by calling 1-866-705-5711 or via the Internet at http://fedgov.dnb.com/webform. The offeror should indicate that it is an offeror for a Government contract when contacting the local Dun and Bradstreet office. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. For the most part, size standards are the average annual receipts or the average employment of a firm. How to calculate average annual receipts and average employment of a firm can be found in 13 CFR § 121.104 and 13 CFR § 121.106, respectively. SBA also includes the table of size standards in the Small Business Size Regulations, 13 CFR 121.201. This table includes size standards that have changed since the last publication of 13 CFR 121.
