- The General Services Administration (GSA), Northeast and Caribbean Region, Public Buildings Service, Project Management Division is pleased to announce an opportunity for the construction of new offices for the Clerk of Courts of the U.S. Bankruptcy Court and the construction of new judicial chambers for the U.S. District Court within the historic Jose V. Toledo U.S. Courthouse located at Recinto Sur and Tanca Streets in San Juan, Puerto Rico.. The work includes selective demolition, closure of existing floor openings, installation of exterior windows and tenant fit-out. The 103,933 square foot Jose V. Toledo U.S. Courthouse is an historic structure listed on the National Register of Historic Places. The building houses the U.S. Bankruptcy Court, the U.S. District Court and a number of executive agencies. Originally construction as a Post Office and Courthouse in 1914, the building was enlarged in 1940. The earlier three story portion of the courthouse was designed in Spanish Colonial style between 1906 and 1908, by the Office of the Supervising Architect of the Department of the Treasury. When completed, it was the first significant federal building in Puerto Rico. The later six-story Art Moderne addition was designed by the Department of Treasury’s Public Buildings Branch. The entire building was extensively renovated in 1999. The phased work sequence requires the construction of the offices for the Bankruptcy Court, followed by construction of the judicial chambers within 44 weeks from the date of the Notice to Proceed. Phase 1: The construction of the offices for the Clerk of the Bankruptcy Court shall be completed and ready for occupancy within 21 weeks from the date of the Notice to Proceed. Phase 2: Construction of the judicial chamber(s) shall be completed and ready for occupancy within 44 weeks of the Notice to Proceed, within 23 weeks following completion of the office for Clerk of the Bankruptcy Court. This procurement will be negotiated using Source Selection Procedures. The source selection evaluation approach for this procurement will be the lowest-price technically acceptable method. The Request for Proposal will be available on or about 13 April 2009. Construction Magnitude: Between $1,000,000.00 and $5,000,000.00. This solicitation is a total small business set aside. The applicable North American Industrial Classification System (NAICS) code is 236220 and the Small Business Administration (SBA) size standard is $33.5 million dollars in annual receipts averaged over a concern’s latest three completed fiscal years. All contractors must be registered in the Central Contractor Registration (CCR) prior to award. CCR requirements may be viewed via the internet at www.ccr.gov or by calling 1-888-227-2423. The Request for Proposal (RFP) will only be available electronically at the FBO website. No hardcopies, faxes, or emails will be available. Please register as a source to be notified of RFP amendments, clarifications, etc. However, it is the responsibility of the contractors (even those registered as a source) to check the FBO website frequently to ensure they have all available information. NOTICE: A Pre-Proposal Site Visit has been tentatively scheduled for the week of 27 April 2009.
