- Description
- The Mission and Installation Contracting Command, Fort Leavenworth, intends to issue a solicitation for Historian/Writer Support Services. The overall scope of this procurement will include the following: The contractor shall write analytical articles and booklength manuscripts for projects in support of current doctrinal concerns to the Army. The performance includes writing 8 occasional paper manuscripts and 12 informational papers. The broad topical areas that the OP shall address are: Army Leadership; JIIM (Joint, Interagency, Intergovernmental, and Multinational); Conflict Termination; STRATCOM (Strategic Communications); Operations and Miscellaneous Topics. Examples include: Unit Case Studies in combat BN, BCT, and DIV; Logistical Support Operations in COIN; Impact of Unit Reorganizations in Wartime; Analysis of Specific Guerilla Wars/Insurgencies: Germans in Yugoslavia, the Philippine Insurrection, the Greek Civil War, Israel in Lebanon, and the Russians in Chechnya, etc.; Case studies in urban combat; The Falklands War: Operational Maneuver from Strategic Distance; Failed interventions Case Studies - TF Hawk in Albania, etc. Informational paper topics include military history, often generated by current events. The Government anticipates a solicitation release date on or about 9 April 2009 through Federal Business Opportunities (FedBizOps) website. A Fixed-Price Requirements contract is anticipated and award will be made to the offeror who provides a proposal that best meets the Governments requirement. All requirements, evaluation criteria, basis for contract award and proposal due date will be provided as part of the solicitation. The anticipated period of performance will consist of a one-year base period and one optional one year period of performance. This procurement is set-aside 100% for Service Disabled Veteran Owned Small Business concerns only; under NAICS Code 711510 and who meet the small business size standard of $7 Million. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the Central Contractor Registration (CCR) at www.ccr.gov. The solicitation and any documents related to this procurement will be available at the Government wide Point of Entry at http://www.fbo.gov/ and https://acquisition.army.mil/asfi. Requests for printed copies of the solicitation will not be accepted.
