Description
NASA/ARC has a requirement for annual membership with the California Council ofScience and Technology's consortium of Federal Agencies in the State of California. NASA/ARC intends to purchase the items from the following not-for-profit organization:California Council of Science and Technology (CCST), 5005 La Mart Drive, Suite 105,Riverside, CA 92507 pursuant to FAR 6.302-1 for a one-year period. This membership cannot be provided by any other organization and as such, it is in the best interest of theGovernment to obtain the membership dues from CCST.The membership will include the following:Advice and formalized links with all key science and technology organizations in thestate, including, the University of California, the California State University System,and California Community Colleges, California Institute of Technology, StanfordUniversity, and the University of Southern California. A well-respected, objective, and focused forum through which the national laboratoriescan inform policy on issues that are both laboratory and non-laboratory specific and thataffect the health and vitality of the science and technology that enterprise inCalifornia. A ready-made forum for the national laboratories to participate more fully intime-sensitive policy discussions.An effective and efficient mechanism through which science and technology policy issuesthat emerge at the state level can be shared more effectively with national-levelleaders.Access to a cadre of highly trained and highly effective science and technology policyfollows to work with state governmental and legislative leaders. Access to a California Teachers Advisory Council comprised of expert science andmathematics educators at the K-12 level to inform leaders in higher education, industry,and government about significant issues in science and mathematics education.A formal relationship with issues in Science and Technology, the nation's premier S&Tpolicy journal, and thereby increased opportunities for timely and informed discussionsabout S&T policy issues that are of concern to states.A collaboration with the National Academies to harness the talent of California's topexperts in science and technology to assist state policy makers on matters involvingmathematics, technology, and science and engineering education.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Rachel Jandron via email at Rachel.A.Jandron@nasa.gov not later than4:30 p.m. local time on April 8, 2009. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
