Description
The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a purchase order to Roche Diagnostic Corporation, 9115 Hague Road, Indianapolis, IN 46250-0457. A purchase order will be issued for software updates, preventative maintenance, and on-site repair of the following U.S. Government owned laboratory equipment: Nomenclature: DNA Genome Sequencer; Model Number: GS-FLX; Equipment ID Number: 03070155. The commercial services are being procured using simplified acquisition procedures in accordance with FAR Part 13, to exclude FAR Part 13.5. The authority for this sole-source acquisition is FAR 13.106-1(b).The period of performance will not exceed one calendar year. The place of performance is CDC / NCPDCID Division of Scientific Resources, Atlanta, Georgia, Roybal Campus, Bldg. 1, Room SB245. The justification for other than full and open competition is considered as it is believed that Roache Diagnostics Corp. is the only vender capable of maintaining this patented laboratory equipment in accordance with the manufacturer's specifications. It is further believed that all software upgrades are the intellectual property of Roache Diagnostics Corp., and can only be installed by an authorized Roach technician. The equipment is currently under manufacturer warranty, but there is a continued need to maintain serviceability of this DNA Sequencer once the warranty has expired. The manufactures' warranty will expire in the next 30 days, and the equipment must remain serviceable for on-going research being conducted by the CDC. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the specified maintenance services are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days of the publication date of this synopsis. Determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the U.S. Government. Information received will be considered solely for the purpose of determining to conduct a competitive procurement. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
