- FDA1053913 The Food and Drug Administration (FDA) seeks a total small business set-aside competition for a service/delivery of Carbon Dioxide, (CO2) Extra Dry 50 lb. Cylinders, each Friday, to the loading dock of Building 29A. The CO2 is used to supply all of the Biological Incubators located in Building 29, 29A and 29B and is absolutely critical to the FDA Researchers ongoing experiments and research. Award will be a firm-fixed price purchase order. Scope of Work Past history has shown a usage of an average of 60 tanks per month. The offeror shall arrive each Friday prepared to exchange 20 full CO2 Cylinders for 20 empty Cylinders. Statement of Work The offeror shall arrive each Friday of each week, between the hours of 7:00 am and 2:00 pm., prepared to exchange 20 full Carbon Dioxide (CO2) Extra Dry 50 lb Cylinders for 20 empty cylinders. In the event a holiday falls on Friday the delivery shall be made on Thursday of that week. The delivery shall be made to the Loading Dock of Building 29A, 8800 Rockville Pike, Lincoln Drive, Bethesda, MD, 20892, located on the NIH Campus and the cylinders shall be placed securely in the designated tank rack holding area. The contract shall be in force for a base year with four option years. The offeror shall adhere to all Local City, County, State, OSHA, DOT, EPA, NFPA rules and regulations and standards set forth by these organizations. MSDS Sheets shall be provided upon request. The connection at the cylinder must be compatible with the FDA CBER Researchers existing pressure regulators. The quality and purity of the CO2 shall meet or exceed the following specifications: Carbon Dioxide (liquid phase)

-57 degrees C Quality Control The Offeror shall be solely responsible for the quality of their work, the purity of the CO2 and adhering to safety procedures, rules and regulations in the handling and delivery of the CO2 Cylinders. Records The Offeror shall provide Company Letter Head invoices at the time of delivery, indicating the number of cylinders shipped, the number of full tanks delivered and the number of empty tanks returned. Period of Performance 1. Base year: 4/20/2009 4/19/2010 2. Option year (1): 4/20/2010 4/19/2011 3. Option year (2): 4/20/2011 4/19/2012 4. Option year (3): 4/20/2012 4/19/2013 5. Option year (4): 4/20/2013 4/19/2014 Sources intending to provide quotes must provide detailed information indicating their ability to meet the Governments requirements and that the offer is a qualifying small business. This announcement constitutes the only solicitation and a written solicitation will not be issued. All responsible sources must be registered in the Central Contractor Registry System (CCR) at www.ccr.gov under NAICS code 325120 to be considered. FDA intends to make an award soon after the response date of this notice and all bids must be submitted via email and be received by 4: 30 PM (1630) EST on 7 April 2009 to the attention of David Kordel, david.kordel@fda.hhs.gov. Award will be made to the party whose quote offers the best value to the Government, technical, price, and other factors considered. The Government may award this purchase order to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor described to "Meet or Exceed the Requirement," and 2) Price. Technical Capability is significantly more important than price. The FDA intends to make an award immediately after the response date of this notice. The award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures.
