- Description: This is a solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Part 12. This announcement constitutes a Request for Quotation; proposals are being requested. Solicitation number F3H3G38357A001 is issued as a request for quotation. Funds are currently available. Quotations must be good for one month after the closing post date. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. The North American Industry Classification System (NAICS) code is 561621. The business size standard is $12.5 M. Offutt AFB intends to issue a Request for Quotation (RFQ) for the following items: Line Item: Monaco D-21G Redundant Fire Reporting System and installation. Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in - (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 2304(d)(1)(B) or 41 U.S.C. 253 (d)(1)(B).) Only one source is capable of responding due to the unique or specialized nature of the work. Offutt AFB utilizes radio frequency transceivers installed in 95% of its facilities to transmit fire, trouble, and supervisory alarms, manufactured by Monaco Enterprises. The proposed system must mirror the existing D-21 system and be compatible with all fire alarm transceivers already installed in base facilities. Monaco Enterprises is the only company that is qualified to produce this item. Monaco Enterprises processes (or manufacture processes) are proprietary. These processes cannot be economically and efficiently duplicated. The Air Force has made efforts to research additional sources for similar items. No other source met all requirements. Monaco Enterprises is the only responsible source with the necessary design, manufacturing, production, and process data capable of providing items that meet the minimum requirements for form, fit, and function. This corporate knowledge can only be provided by Monaco Enterprises. Monaco Enterprises is the only company that can provide system compatibility and solutions to interface with the existing network of Radio Frequency transceivers already in place on Offutt AFB. Contractor must be registered in Central Contractor Registration (CCR) prior to award. If not already registered in CCR, go to WWW.CCR.GOV to register prior to submitting quote. GOVERNMENT INTENDS TO ISSUE ONE (1) CONTRACT BUT RESERVES THE RIGHT TO CONSIDER PARTIAL BIDS.
