- RFQ 1406-04-09-RQ-21184 Consulting, Metrics Tracking and Training for existing Quantitative Software Management (QSM) Software Lifecycle Management Model (SLIM) Estimate suite of tools for the Office of the Deputy Secretary of Army for Cost and Economics The U.S. Department of the Interior, National Business Center, Acquisition Services Directorate - Herndon on behalf of the Office of the Deputy Secretary of Army for Cost and Economics has a requirement to obtain consulting, metrics tracking and training in SLIM Estimate software services. The specific objectives are described in the Statement of Objectives included in the solicitation. It is anticipated that the solicitation for these services will be issued on or about March 26, 2009, using FAR Part 12 Commercial Items and FAR Subpart 13.5 Test Program for Certain Commercial Items. This acquisition is unrestricted, full and open competition and the NAICS code is 541519 with a size standard of $25.0 million. The Government anticipates the award of a firm-fixed price, performance-based purchase order on or about April 23, 2009 with a twelve month base period and a twelve month option period. The competitive Request for Quote (RFQ), RFQ amendments, and any questions and answers related to this procurement will be made available via the Internet at http://www.aqd.nbc.gov/solicitations under RFQ number 1406-04-09-RQ-21184. The solicitation will only be available via the Internet at the aforementioned website. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant purchase order. There is no written solicitation document available, telephone requests will not be honored, and no bidders list will be maintained. Potential offerors are requested to direct all questions via email to Geraldine.Lyons@aqd.nbc.gov and Lori.Griffin@aqd.nbc.gov. To be eligible for award, offerors MUST be registered with the Central Contractor Registry: www.ccr.gov and have completed its representations and certifications found at http://orca.bpn.gov.
