Description
The United States Patent and Trademark Office (USPTO) plans to procure brand name X86-54 CPU rack mounted servers for the Data Center Stabilization Project to those manufactured by Dell. This announcement is considered a brand name justification. This is not a solicitation. This acquisition will be conducted utilizing Part 13 of the FAR, Simplified Acquisition procedures, and the test program authorized in FAR subpart 13.5, and the Patent and Trademark Acquisition Guidelines (PTAG). THIS ACQUISITION WILL BE CONDUCTED UTILIZING EXISTING USPTO'S INDEFINITE DELIVERY/INDEFINITE QUANITY (ID/IQ) CONTRACTS FOR INFORMATION TECHNOLOGY PRODUCTS, A SMALL BUSINESS SET-ASIDE. The USPTO uses several classes of server platforms to run Automated Information Systems in the OCIO datacenter. A large class of USPTO rack mounted servers based on the x86-64 CPU architecture offered by Intel and AMD supports the Microsoft, Linux or VMware ESX operating systems. Some of the larger manufacturers of x86-64 CPU computers are Dell, HP, IBM and Sun Microsystems. While the x86-64 CPU technology allows some standardization with regard to operating systems and resident software, these rack mounted servers are not pure commodities because the server product line of each manufacturer can vary significantly in physical form, hardware interfaces, supported integrated peripheral functionality and firmware maintenance, diagnostic and monitoring tools. USPTO currently maintains the Data Center which has asset value of approximately $100 million. Currently of approximately 1,350 rack mounted x86-64 servers maintained in the Data Center, more than 1,100—greater than 80%--of the servers are manufactured by Dell. To manage and maintain these systems, the OCIO requires sufficient staff with training for each supported vendor’s platform. The engineering team requires similar staffing to evaluate new hardware for performance and compatibility. Different hardware support contracts are needed for each server vendor. Additionally, a large variety of platforms can hinder the quick diagnosis and recovery of failures within the datacenter. It is not cost effective for OCIO to support x86-64 CPU rack mounted servers and the required maintenance, diagnostic and monitoring tools from all vendors. To curtail operational cost growth and improve data center operations, the OCIO requires limiting the acquisition of x86-64 CPU rack mounted servers to those compatible with the currently installed base of Dell rack mounted servers. This project will procure Dell PowerEdge servers in the 2970, R805 and R905 models.
