- The Social Security Administration (SSA) intends to issue 13 separate solicitations to obtain the services of experienced, licensed Medical Experts who are board certified and/or have SSA disability program experience at the State and/or Federal level, or in the absence of board certification, have SSA disability program experience combined with specialized training, to serve as Medical Experts to analyze and provide expert advice related to their specialized field, as needed, so that adjudicators can render accurate determinations and decisions. SSA requires Medical Expert services in the following fields: Pulmonary Medicine (solicitation number SSA-RFP-09-1027) Internal Medicine (solicitation number SSA-RFP-09-1030) Cardiology (solicitation SSA-RFP-09-1031) Medical Oncology (solicitation number SSA-RFP-09-1032) Endocrinology (solicitation number SSA-RFP-09-1033) Gastroenterology (solicitation number SSA-RFP-09-1034) Dermatology (solicitation number SSA-RFP-09-1035) Internal Medicine Generalist (solicitation number SSA-RFP-09-1036) Rheumatology (solicitation number SSA-RFP-09-1038) Psychiatry (solicitation number SSA-RFP-09-1039) General Surgery (solicitation number SSA-RFP-09-1040) Orthopedic Surgery (solicitation number SSA-RFP-09-1041) Neurology (solicitation number SSA-RFP-09-1042) **SSA has designated these solicitations for TOTAL SMALL BUSINESS SET-ASIDE participation only** BACKGROUND: SSA is responsible for two national disability programs, Social Security Disability Insurance (DI) and Supplemental Security Income (SSI). SSA uses a five-step sequential process for evaluating the disability claim submitted by an individual who alleges an inability to perform substantial gainful activity (SGA). The program defines disability as an inability to engage in SGA by reason of a medically determinable physical or mental impairment which can be expected to result in death, or has lasted or can be expected to last for a continuous period of not less than 12 months. A medical basis for the disability claim is required, and the State disability determination services (DDS) collect and evaluate the medical information, making a determination about the severity of the medical impairment as it relates to the claimant’s ability to perform SGA. While medical generalist may properly evaluate many disability impairments, claims that involve difficult or complex issues require medical specialist and sub-specialist expertise. SSA anticipates the award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) type contracts with provisions for the issuance of Firm-Fixed-Price (FFP) task orders as needed. The IDIQ period of performance will consist of a 12-month base period with four 12-month option periods. The estimated date for release of these solicitations (the appropriate solicitation number is located with the individual Medical Expert field cited above) is on/about March 30, 2009, with proposals due approximately 30 days from the actual release date.
